1981-03-30 CITY COUNCIL SPECIAL MEETING MINUTESlog MINUTES OF A SPECIAL EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND TEXAS, HELD ON MARCH 30, 1981, AT 11:00 P.M. IN THE CITY HALL, 2335 N. TEXAS AVENUE PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Councilman /Mayor Pro Tem Charles R. Mack Councilman Al Lentz Councilwoman Fran Coppinger Councilman Terry Gray City Manager Ronald J. Wicker City Secretary Dorothy L. Cook Councilman McComb and City Attorney Bobby Williams absent from the meeting. PURPOSE OF THE EMERGENCY MEETING: 1) IMPOSING EMERGENCY WATER RESTRICTIONS; 2) AUTHORIZATION TO EXPEND FUNDS NECESSARY TO MAKE EMERGENCY WATER CONNECTION WITH FRIENDSWOOD. City Manager Wicker advised the City Council that an emergency existed in the City due to the low water pressure. The Alice Street Well is undergoing repairs, and the con- sumption of water by the customers has brought about very low water pressure which, in the event of a fire, would be disastrous. The health and welfare of the citizens of the community makes it an emergency, or urgent public necessity, that this meeting be held. RESOLUTION NO. R81-10, A RESOLUTION AUTHORIZING THE MAYOR TO IMPLEMENT WATER RESTRICTIONS DURING PERIODS OF EMERGENCY OR CIRCUMSTANCES DEMANDING SUCH RESTRICTIONS OR PREVENTION OF USE: Resolution R81-10 read by Councilman Lentz. It was moved by Councilman Lentz, seconded by Councilwoman Coppinger that Resolution No. R81-10 be passed and approved on first and only reading. Said Resolution No. R81-10 reads in caption as follows: RESOLUTION NO. R81-10 A RESOLUTION AUTHORIZING THE MAYOR TO IMPLEMENT WATER RESTRICTIONS DURING PERIODS OF EMERGENCY OR CIRCUM- STANCES DEMANDING SUCH RESTRICTIONS OR PREVENTION OF USE. Voting "Aye": Councilman Lentz, Councilwoman Coppinger, Councilman Mack, and Councilman Gray. Voting "No": None Motion passed 4 to 0. AUTHORIZATION TO EXPEND FUNDS` NECESSARY TO MAKE EMERGENCY WATER CONNECTION WITH FRIENDS - WOOD: A discussion of the emergency situation was.held by the City Council, and the Mayor was requested to contact Layne Texas Company to see if they could give top priority to drilling of the new water well on Liberty Drive. City Manager Wicker was requested to check into the possibility of obtaining water from the City of Houston or the Brazos River Authority. Escue Harris, Water Superintendent, advised that the nearest point for obtaining water would be the Brazos River Authority; however, the treatment of this water, due to the saline content, would likely be expensive. City Manager Wicker stated that it would cost approximately $30,000.00 to undertake the project of a tie-in water connection with the City of Friendswood, and he requested that the City Council authorize funds for this on an emergency basis. Mr. Wicker advised that he had contacted the City Manager of Friendswood regarding this and he felt that the officials of Friendswood would approve such action. Mr. Wicker also advised the City Council that repair work was continuing on the Alice Street Water Well; however, he did not know how long it would take to get the well back in opera- tion. It was moved by Councilman Gray, seconded by Councilman Lentz that the necessary funds be made available to the City Manager for a tie-in water connection with the City of Friendswood, and that additional money be allocated for the repair of the Alice Street Water Well.
