The foregoing resolution authorizes the engagement of Bond Counsel
pursuant to an engagement letter under which the City of Pearland will obtain
specialized legal services in connection with the issuance of bonds or other
obligations to pay or refinance the costs of one or more projects of the City,
based on the demonstrated competence and qualifications of such attorneys;
finding that (i) such legal services require specialized expertise and experience
in municipal finance, federal tax law and federal and state securities laws and

The City of Pearland is requesting Statements of Qualifications (SOQ) fromfirms that can adequately demonstrate they have the resources, experience,and qualifications to fulfill the role of Engineering Design Consultant for road-side ditch improvements for the purpose of mitigating residential flooding inHickory Creek, Garden Acres, and Herridge-Miller subdivisions in Pearland, aswell as along a small segment of Hickory Slough. The respondent shouldselect a team of professionals capable of providing the required services in anefficient manner in the best interest of the City of Pearland and that will providesuccessful, on-time, and on-budget project delivery. Information on all proposedsub-consultants should be included in the response.
The city is seeking a firm that meets the requirements of the RFQ. The firm isto provide civil engineering, design and any applicable surveying and/or otherprofessional services necessary for the construction of an approximately47,336 linear feet of roadside ditch improvements, culvert and drivewayreplacements, and potential roadway improvements. In addition, the firm is toprovide similar services for the removal and replacement of a concreteembankment slope located along the east bank of Hickory Slough drainagechannel at its intersection with Garden Road. The successful Offeror will pres-ent the necessary qualifications, experience, capacity, and expertise for provid-ing the architectural design elements to be used in the construction of the facil-ity.
The Intent of this Request for Qualifications
From this RFQ, the city will select a Primary Design Firm for the project. Theproject is envisioned to have a Primary Design Firm under the direction andmanagement of the City’s Engineering and Public Works Department – CapitalProjects Division. The Firm will be responsible for the successful design of theoverall project. In addition, the successful Offeror will be responsible for man-aging, directing, and coordinating any and all teams of engineering firms and/orother sub-consultants it assembles to complete the required work.

The RFQ is available through the City’s E-bid System and the respondingSOQs will be accepted through the City’s E-bid System. All interestedRespondents are required to register as a “supplier” on the City’s E-bid Systemat: https://pearland.ionwave.net/Login.aspx by clicking on “SupplierRegistration.” The RFQ is available for download upon approval of registration.Once approved, registration provides automatic access to the RFQ, existingproject information, any changes to the RFQ, and any changes in submissiontime and date. Lance Wood with National Weather Service presented
“2023 Hurricane Season What We Need To Know” at the
Brazoria chapter of Texas Master Naturalist monthly meet-
ing Wednesday morning June 14, 2023, at the AgriLife
building in Angleton.
Wood stated most of the Texas landfalls started as tropi-
cal storms and developed into Hurricanes in the Gulf which
results in very little time to take action.
Because coastal residents may only have 2-3 days to pre-
pare, advanced planning is critical. Wood said the various
models such as storm surge and hurricane tracking are
improving each year but with so many variables it is still
very difficult to say exactly where a hurricane will make
landfall.
The Master Naturalists also received information about a
recent fish kill. Bryan Frazier, Director of County Parks,
talked about the fish kill that occurred on Quintana and
Bryan Beach over a recent weekend. They stated several
factors came together at the wrong time resulting in the kill.
The sudden increase in water temperature resulted in lower
oxygen levels, and no wave action to aerate the water in the
Gulf for several weeks resulted in the Dissolved Oxygen
levels to be near zero. The fish didn’t have enough oxygen
to survive.
Nature Notes was presented by Quintana County Park
Manager Patty Brinkmeyer.
Also at the meeting John Boettiger, membership chair-
man, reported that 19 members had recertified in May and
39 members year to date. To recertify, members must have
8 hours of advanced training and 40 volunteer hours.
Boettiger also reported that Kathy Purvis attained 250 and
Roy Morgan 5,000 volunteer service hours. Morgan was a
member of the 2004 intern class and volunteered at Sea
Center Texas, and Brazosport Museum of Natural Science
as well as many outreach functions. Kathy Pittman present-
ed Lisa Myers the President’s Lifetime Service Award
Certificate.
Members who reach 4,000 volunteer hours receive a cer-
tificate. This year to date, members have impacted 3,746
adults and 18,122 youth through outreach programs and
educational programs such as the “Birds of Prey” programs
presented at area schools, Brazoria County Summer Library
Programs and the Discovery Environmental Education
Program for area 4th and 7th graders at Brazoria NWR.

The Project entails the expanding of Argovitz Detention Pond, located betweenSmith Ranch Road and SH 288 frontage road north of FM 518, by excavatingthe north side of the pond, installing a pilot channel to connect to the existingpilot channel, installing a new backslope interceptor structure and associatedslope paving, placing 6” of compacted fill material on 11.74 acre lot to the northof the pond, and excavating swales to drain the northern property into the pond.

The City of Pearland is receiving $466,162 for its Community DevelopmentBlock Grant in Program Year (PY) 2023 (City of Pearland fiscal year 2024) fromthe U.S. Department of Housing and Urban Development. The City will con-duct this public hearing to provide information about the CDBG program.This public hearing will provide citizens and public officials with the 1stpublic hearing about the available funds.The public hearing will take place:

About the CDBG Program
The national objective of the CDBG program is to develop viable urban com-munities by providing decent housing, a suitable living environment andexpanding economic opportunities principally for low and moderate-incomepersons. Not less than 70% of CDBG funds must be used for activities thatbenefit low and moderate-income persons, and CDBG-funded “area-benefit”projects must be located in Pearland Census Block Groups comprised of morethan 45% low-moderate income households. CDBG goals include improvingthe urban environment in low and moderate income areas; eliminating blightinginfluences and the deterioration of property, neighborhoods and public facilitiesin low and moderate-income areas; and ensuring decent, safe, sanitary hous-ing for low and moderate-income residents.
Eligible activities include but are not limited to: public facility construction andimprovements; handicapped accessibility; operational funding for non-profitagencies serving low income persons; rehabilitation of owner-occupied hous-ing; enforcement of City codes; clearance and demolition; and infrastructureimprovement activities. The City has not developed a spending plan at thistime.
Public Comment Period
The CDBG Public Comment Period for the PY 2023 CDBG program is antici-pated to begin on June 26, 2023. Further notice is pending.
Program Amendment
A minor amendment to a prior year Action Plan for Pearland may also be dis-cussed, as it relates to the reallocation of funds to cover the cost of improve-ments to the Melvin Knapp Senior Center.
Fair Housing Issues
The Public Hearing will also be a forum to discuss fair housing and relatedissues. Residents with suggestions and/or concerns will be provided opportu-nity to voice those issues during the public hearing.
