The activity is funded under the CDBG-DR program under GrantNo. 20-065-134-C451. The Proposed Action (project) will include the removalof an existing aerial utility crossing over Clear Creek and the installation of an8-inch diameter water line and a 24-inch diameter force main beneath ClearCreek utilizing boring techniques. The project is located on the western sideof Bay Area Boulevard, southwest of the Blackhawk Regional WastewaterTreatment Plant and east of the Polly Ranch Airport, in the City ofFriendswood, in Galveston and Harris Counties, Texas. Outside of ClearCreek, the pipelines will be installed through open cut. The new water lineand force main will connect to existing utilities on each side of Clear Creek.The project is located on approximately 2.5 acres of land. The ProposedAction area includes approximately 2.41 acres of 100-year floodplains,including 1.05 acres of floodway. The City of Friendswood has considered the following alternatives and miti-gation measures to be taken to minimize adverse impacts and to restore andpreserve natural and beneficial values. The Proposed Action must take placein a floodplain because the existing infrastructure to be removed/replaced isalready located in a floodplain. Further, it will still connect existing essentialinfrastructure on both sides of Clear Creek; it will not cause current residentsto become displaced; it will be located on uninhabited property where the Cityof Friendswood either owns or has an easement to avoid costly land acquisi-tion; it will be located within the Friendswood City limits in order for City fund-ing contribution to be available; it will remove the existing utility bridge thatposes safety risks for area residents that frequently climb and jump off of theutility bridge; and it will protect essential utility infrastructure by placing under-ground. Two alternatives for utility relocation were considered, including a No ActionAlternative. Alternative A would involve relocating the utilities within otherareas that would be located outside of the 100-year floodplain. The portion tobe relocated must still connect to existing infrastructure on either side of ClearCreek that is still located within the 100-year floodplain, so there are no otherareas in this portion of Friendswood that avoid the 100-year floodplain andstill allows connections to existing infrastructure on either side of Clear Creek.Rerouting in a different location would require increased construction costsand costly land acquisition outside of areas already being used for these util-ities by the City of Friendswood. Alternative A is not practicable. Under theNo Action Alternative, the utilities would not be relocated, 100-year flood-plains would not be impacted, safety risks would still be present for area res-idents that climb and jump off of the utility bridge, and essential utility infra-structure will not be protected. The No Action Alternative would not contributeto a reduction in loss of life and property from flooding. The No ActionAlternative would not meet the need and purpose of the project. Given that the Proposed Action would not result in significant adverseimpacts, mitigation measures are not proposed. Additionally, the ProposedAction would involve removing above-ground infrastructure which will allowfor positive drainage improvements. The Proposed Action would be in compliance with state and local floodplainprotection procedures. The City of Friendswood has reevaluated the alternatives to constructionactivities in the floodplain and has determined that it has no practicable alter-native. Environmental files that document compliance with steps 3 through 6of Executive Order 11988 are available for public inspection, review andcopying upon request at the times and location delineated in the last para-graph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may beaffected by activities in floodplains and those who have an interest in the pro-tection of the natural environment should be given an opportunity to expresstheir concerns and provide information about these areas. Second, an ade-quate public notice program can be an important public educational tool. Thedissemination of information and request for public comment about flood-plains can facilitate and enhance Federal efforts to reduce the risks andimpacts associated with the occupancy and modification of these specialareas. Third, as a matter of fairness, when the Federal government deter-mines it will participate in actions taking place in floodplains, it must informthose who may be put at greater or continued risk.
