Ord. 1358-25 2023-06-12 ORDINANCE NO. 1358-25
An Ordinance of the City Council of the City of Pearland, Texas, amending
non-development usage and service fees; containing a savings clause, a
severability clause, a repealer clause, providing for publication and an
effective date.
WHEREAS, various departments of the City charge fees for usage, permits, and other
services not related to development; and
WHEREAS, the organization of all such non-development fees into one ordinance enhances
the efficiency of the fee amendment process and improves customer service; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the charges and fees contained in the attached Exhibit “A” are hereby
adopted.
Section 2. Savings. All rights and remedies which have accrued in favor of the City
under this Chapter and amendments thereto shall be and are preserved for the benefit of the City.
Section 3. Severability. If any section, subsection, sentence, clause, phrase or portion
of this Ordinance is for any reason held invalid, unconstitutional or otherwise unenforceable by any
court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent
provision and such holding shall not affect the validity of the remaining portions thereof.
Section 4. Repealer. All ordinances and parts of ordinances in conflict herewith are
hereby repealed but only to the extent of such conflict.
Section 5. Publication and Effective Date. The City Secretary shall cause this
Ordinance, or its caption, to be published in the official newspaper of the City of Pearland, upon
passage of such Ordinance. The Ordinance shall then become effective ten (10) days from and
after its publication, or the publication of its caption, in the official City newspaper.

Residential Wastewater Billing for Existing Customers
Monthly volumetric billing amount (gallons) to be based on the lesser of the customer’s
1) monthly metered water usage used for water billing, or
2) Winter Quarter Average (WQA), which is the average consumption of the months of December,
January, February, which are typically billed in Jan, Feb, Mar, not to exceed 12,000 gallons. The
WQA will be adjusted each April or May.
Residential Wastewater Billing for New Residents
Monthly volumetric billing amount (gallons) to be based on the customer’s monthly metered water
usage used for water billing, not to exceed 12,000 gallons until a WQA can be established.
Residential water/sewer rates for existing/new customers
If a larger (1” to 2”) domestic water meter is required for a residential home to maintain
water pressure due to the location of the home from the water main, the request submitted
by the developer/resident will be assessed by Engineering to evaluate the distance,
friction loss, and water pressure. The distance between the home and the water main
shall be a minimum of 100’ for consideration. The use of a 5/8” water-meter size for

determining the rate for water/wastewater impact fee/base fee and a monthly fee for a
single-family residential home will be approved by engineering if found applicable.
Billing Adjustments
Water adjustments may be given for leaks, excluding irrigation leaks, for all
customers. Residential customer sewer adjustments may be given only after evaluating the
residential customer’s billed consumption, determined in accordance with Ordinance 870-6.
Customer without metered water
Default billing amount (gallons) of 10,000.
Customer outside City Limits
All charges for water and sewer service are at a rate of 1 ½ times that existing in the City.

Transition Area and Dixie Farm Rd at Mary’s Creek Bridge Transition Area:
The project will entail the improvements for the bridge transition at Cowart’s
Creek and Mary’s Creek including realigning geometry for a smoother transition.
The improvements will include removal of existing roadway elements, widening
of concrete pavement, installations of curb, concrete median, islands, pavement
markings, and traffic signs.
A Mandatory Pre-Bid Conference will be held in person at the City of Pearland
Public Works Rio Grande Conference room at 2016 Old Alvin Rd, Pearland, Tex-
as 77581 at 10:00 a.m. on August 3, 2023.

PPD offering citizens academyPearland Police Department is enrolling for its next Citi-zen Police Academy, set to begin Sept. 7. Designed to familiarize locals with the police officers who serve them and how law enforcement works, the program also allows police the opportunity to meet and hear from citizens. The first program in Pearland was held in 1995, and now has more than 1,100 graduates. Topics include procedures, SWAT, criminal investiga-tions, K9, drones, animal control, crash investigations, crime scenes and more. Participants visit the Brazoria County Detention Facility and act as the officer on mock building searches and traffic stops. The program is free and open to all who live or work in Pearland. Surfside at top of state rankingA research website that analyzes air quality data this week released a reporting ranking Surfside Beach as the “vacation hotspot with the cleanest air in Texas.” San Diego-based MyBioSource.com this month released a report on summer vacation destinations with the cleanest air, based on Air Quality Index that factors in pollutants such as s in particulate matter, nitrogen dioxide, sulfur dioxide, carbon monoxide and lead. On the Air Quality Index scale, a 0 represents clean air and a 500 is the highest concentration of pollutants. The Environmental Protection Agency has as-serted an AQI of between 51 and 100 is “acceptable.” Nationwide, vacation destinations in Hawaii and Alaska ranked topped the U.S. list with average AQI ratings under 10. In Texas rankings, South Padre Island at the bottom, scor-ing an average Air quality index of 47. Galveston scored an average 44, and Surfside Beach had the best average rating of 19.
