2023-03-09 ANIMAL SHELTER ADVISORY COMMITTEE MINUTES CITY OF PEARLAND, TEXAS ANIMAL SHELTER ADVISORY COMMITTEE SPECIAL EMERGENCY MEETING MARCH 9, 2023 The Animal Shelter Advisory Committee convened in a meeting on Monday, March 9, 2023, at the Shari D. Coleman Pearland Animal Shelter and Adoption Center Training Room, 8311 Freedom Drive, Pearland Texas. The following represents the actions taken by Animal Shelter Advisory Committee in the order they occurred during the meeting. All motions are made by Council in consecutive order, as determined by the Mayor. I. CALL TO ORDER The meeting was called to order at 5:34 p.m. II. ROLL CALL AND CERTIFICATION OF QUORUM: All present—Chairperson DVM. Catherine Cupples—Position 1, Patrick Savage—Position 2, John Fischer— Position 3, Amy Stroud — Position 4, and Mary Hickling — Position 5 III. CITIZEN COMMENTS: There were no citizen comments. IV. APPROVAL OF MINUTES 1. Discussion and possible action regarding minutes from the December 14, 2022 Meeting. Motion to accept by Member Fisher, Seconded by Member Stroud. Unanimous vote to approve. V. DISCUSSION ITEMS 1. DISCUSSION AND POSSIBLE RECOMMENDATIONS REGARDING THE SPAYING OF PREGNANT ANIMALS. Kristopher Schoeffler DVM, 2126 Roy Rd., of Pearland Animal Hospital; spoke in support of judicious use of spaying pregnant animals. Noelle Delgado, 2800 Antoine Dr. #2854, Houston, of Houston Pets Alive!; spoke in favor of leaving termination spay decisions to Pearland Animal Services. Becky Best, 1806 Round Lake, of Gulf Coast Animal Welfare Alliance, spoke in favor of leaving spay decisions to Pearland Animal Services. Sophia Proler, 901 Pinemont Dr., Houston, of Best Friends Animal Society; spoke in favor of spaying pregnant animals. Animal Shelter Advisory Committee - Mar 09 2023 Shannon Hewitt, 5117 Evergreen, Bellaire, of K-9 Angels, Wolly Kitten Club, & Empty Shelter Project; spoke in support of spaying pregnant animals and support of Pearland Animal Services. Mary Tipton, 1215 W. 191h St., Houston, of K-9 Angels and The Empty Shelter Project; submitted message for public comment in support of the spaying of pregnant animals in the care of Pearland Animal Services. Kellie Matelske, 2010 Tide Rock Ln, of TeamFeral; submitted message for public comment with several points addressing problems with allowing pregnant animals in shelter to come to term. Motion by Member Savage for the Committee to prepare a guidance document in support of spaying pregnant animals in the custody of the Animal Shelter regardless of the stage of gestation. Seconded by Member Fischer. Unanimous vote to approve. VI.
