R95-38 06-19-95RESOLUTION NO. R95-38 A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR AND EXECUTE ALL AGREEMENTS ASSOCIATED WITH THE AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT PROGRAM AND GIVING NECESSARY ASSURANCES REGARDING THE COST SHARE OF THE PROJECT. WHEREAS, vehicle theft is a problem throughout the State of Texas, producing losses of up to 800 million dollars to consumers and insurance agencies; and, WHEREAS, auto theft prevention programs are taking place in the Houston Metropolitan Area and Harris County, therefore forcing auto theft activity to the outlining cities, including Pearland; and, WHEREAS, the City's proximity to the Houston Metropolitan Area, its fast development, and its accessibility through improved thoroughfares such as Beltway 8 and the extension of F.M. 518 and its proposed link with Hughes Road and Sagemont, could and have resulted in increased auto theft activity; and, WHEREAS, funds are available through the Automobile Theft Prevention Authority to establish programs that will deter auto theft activity through enforcement, apprehension, and public education; and, WHEREAS, the City of Pearland wants to deter auto theft activity in the area by participating in the Automobile Theft Prevention Authority grant program. BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager is authorized to apply for and .execute all agreements associated with the Automobile Theft Prevention Authority grant program. Resolution R95-38 Section 2. That the City Council commits to providing the City's share of the project's costs through both "In -kind" services and cash donations for the funding level set below: Year ATPA Funds (Maximum) First 100% Second 100% Third 80% Fourth 60% Fifth 0 60% ** Local Contribution (Minimum) 0% 0 0% 0 20%** 40% 40% The 20% contribution is not required if applicant only applies for 80% of the second year's grant total cost.
