2022-12-14 ANIMAL SHELTER ADVISORY COMMITTEE MINUTES MINUTES OF THE ANIMAL SHELTER ADVISORY BOARD OF THE CITY OF PEARLAND, TEXAS, HELD ON DECEMBER 14, 2022 AT 5:30 PM, AT THE SHARI D. COLEMAN PEARLAND ANIMAL SHELTER – TRAINING ROOM, 8311 FREEDOM DR., PEARLAND, TEXAS I. CALL TO ORDER Dr. Catherine Cupples called the meeting to order at 5:31 p.m. II. ROLL CALL/CERTIFICATION OF QUORUM Chair, Dr. Catherine Cupples; Board Members: Mary Hickling, John Fischer, Asst. Chief Patrick Savage III. APPROVAL OF MINUTES DISCUSSION AND POSSIBLE ACTION REGARDING MINUTES FROM THE SEPTEMBER 7, 2022, MEETING: Member Hickling made a motion to adopt the minutes as presented; this was seconded by Fischer. Minutes were approved unanimously. IV. PUBLIC COMMENTS There were no public comments. V. INTRODUCTION OF NEW COMMITTEE MEMBERS: Assistant Police Chief Patrick Savage. VI. UPDATE ON SHARI D. COLEMAN PEARLAND ANIMAL SHELTER AND ADOPTION CENTER GRAND OPENING Presentation provided by Patrick Savage, Assistant Police Chief. Scheduled for January 21, 2023 - Discussion of planned activities, refreshments, and speakers. Public invitation/announcement to be shared via social media. ASAC members offered to fund purchase of hot dogs for the grand opening. Discussion of engagement and outreach ideas related to the grand opening. VII. STAFF REPORT FROM ANIMAL SERVICES MANAGER “Statistics for 9/2/2022 – 12/1/2022 In the period this report covers, 3 months, we saw a 6.8% decrease in the number of cat intakes and a 18.3% increase in dog intakes compared to the same period last year. Dog adoptions are down about 15% compared last year during the same period but up 61% YTD. Cat adoptions are down 66% compared to last year during the same period and down 16% YTD. Return to owner rates for dogs is at 51%YTD with cat RTO rates at about 5.5%. Rescue transfers for dogs are up 26%YTD and cat transfer are down 10%. Even with the increase in dogs adopted, returned home and transferred to rescue, the significant increase in dog intakes is proving difficult to overcome. Volunteer Program: Volunteers 586 hours for the period. Volunteerisms continue to prove invaluable given the influx of dogs into the shelter. We partnered with the City of Deer Park to attend one of their annual adoption events, participated in the Pearland Animal Hospital’s annual Halloween event and had the adoption trailer in this year’s Hometown Christmas Parade. Staffing: We have one open Animal Services Supervisor position. Training: In October Fischer presented portions of the Basic Animal Control Officer Course provided by The Texas Department of State Health Services. January 24-27, 2023 we are hosting The Humane Educators of Texas who are presenting Cruelty Investigations 101, Compassion Fatigue & the Animal Welfare Worker, and FTO for the ACO courses. Social Media: We have increased followers of our Facebook page to 14,825 and it continues to be an important resource for getting pets adopted, into rescue and returned home. Foster Program: We currently have 2 dogs and 1 cat in foster homes. Status Update for Shari D. Coleman Animal Shelter and Adoption Center: We are all moved in and apart from minor warranty items the shelter is operating smoothly and as intended. Grand Opening is set for January 21, 2023. Capacity: Our inventory this time last year was 25 dogs and 47 cats. This year we have 80 dogs and 96 cats. We have one open kennel for medium to large dogs. We have room for small dogs but space for medium and large dogs is at critical level. The large influx of dogs into municipal shelters is not unique to Pearland.
