A Resolution of the City Council of the City of Pearland, Texas, amending a
contract for professional services (Sleepy Hollow Street Reconstruction
Project), with HDR Engineering, Inc., in the additional amount of $49,393.10
(total contract amount of $399,549.30).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That a contract for professional services was previously awarded to HDR
Engineering, Inc.
Section 2. The City Manager or his designee is hereby authorized to execute an
amended contract for professional services in the additional amount of $49,393.10.

Explanation: During the execution of the Sleepy Hollow Road Reconstruction project, the residents in
the neighborhood brought to the attention of the project team that the storm sewer was collapsed in the
drainage easement between two homes causing high water levels in the yards. While investigating this
complaint, it was also discovered that there was also a collapsed storm sewer at the Clear Creek outfall.
This contract amendment encompasses the following: the repackaging of contract documents, additional
geotechnical borings, the design of a storm sewer outfall to replace the existing damaged outfall, bid and
construction phase services.

Amendment #3 – Repackage Storm Sewer Design along Drainage Easement, Bid and Construction
Administration Services
Dear Mrs. Lee:
HDR Engineering, Inc. (HDR) is pleased to submit this amendment to the existing contract with the
City for the above referenced project. The approved contract was executed by City Council on
February 24, 2020 and Notice to Proceed on March 23, 2020. This amendment is to repackage the
contract documents, obtain additional geotechnical borings, design the replacement of a damaged
storm sewer outfall, bid and construction administration phase services. A general description of
the project, proposed scope of services, and a fee summary are included herein.
General Overview
HDR has previously completed the design of replacing the collapsed storm sewer located in a
drainage easement between 2620 and 2618 Sleepy Hollow Drive. The City decided rebid this
portion of the subdivisions drainage system due tothe pricing received by the current contractor for
the proposed repairs. This proposal is to repackage the drainage easement design and include a
complete bid set, additional geotechnical borings, bidding phase and construction administration
services. A technical environmental memo for the outfall repair at Clear Creek has been provided
to the City previously.

SCOPE OF SERVICES
BASIC SERVICES
A. Design Services for Repackaging Storm Sewer in Drainage Easement
· Contact private utility companies, and other entities that may be involved to obtain
updated information on their existing facilities and requirements that may impact this
project.
· Repackage plan drawings to project limits (cover, index, General Notes, survey control
map).
· Incorporate the drainage plan and profile sheets previously completed.
· Repackage Storm Water Pollution Prevention Notes, Layout and Details to project limits.
· HDR will be using City of Pearland front end documents and technical specifications and
design standards/details. HDR will also incorporate Brazoria County Drainage District #4
standard outfall details.
· Prepare quantity take-off and Opinions of Probable Construction Cost.
· Perform a QA/QC of the plan drawings, specifications, and opinions of probable
construction cost.
· Provide a 90% set of draft plan drawings, specifications and opinions of probable cost to
the City for review and comments.
· Coordinate with utility companies to identify the location of existing utilities in the project
and verify there are no conflicts or make adjustments accordingly.
· Submit plans to utility companies for approval and signatures for repackaged project.
· Provide two (2) sets of complete bidding documents to the City for repackaged project.

B. Bid Phase Services
The City will enter into this phase after the acceptance of the Design Phase documents for
Repackage. HDR shall:
· Provide Notice to Bidders (NTB) to the Project Manager in an electronic form appropriate
for the City’s e-bid system format. City is responsible for advertising and any associated cost
with the advertising.
· Reproduce and disseminate bid sets to the City [PM (1), Purchasing (1) and interested
bidders].
· Keep record of plan holder’s list.
· Chair pre-bid meeting and attend the Bid Opening.
· Respond in writing to questions from bidders and prepare addenda as necessary.
· Prepare Engineer’s Recommendation of Award Letter that includes the following required
content:
Check for math errors and reconcile any mathematical discrepancies
Review for unbalance bid items
Certified Bid Tabulation including Engineer’s estimate
Review of contractor’s financial standing and references provided
Explanation of discrepancies between the Engineer’s estimate and bids if required
Recommendation to award contract to responsive qualified bidder
Attend City Council meeting and recommendation for award of Contract for
Construction.
Produce and transmit to selected contractor five (5) sets of project manuals ready
for execution with City’s Notice of Intent to Award (NOI)
C. Construction Administration Services
· Attend pre-construction meeting to provide information and answer questions.
· Attend monthly progress meetings with Construction Manager, Contractor and City of
Pearland as needed (estimated three (3) months construction duration).
· Visit the site at intervals appropriate to the various stages of construction to observe the
progress and quality of executed work and to determine in general if such work is
proceeding in accordance with the Contract Documents. Detailed measurements and

investigations are not part of this task. Site representation is not included as part of
Construction Administration.
· HDR will not be responsible for the means, methods, techniques, sequences or procedures
of construction selected by the Contractor(s) or the safety precautions and programs
incident to the work of the Contractor(s). HDR's effort will be directed toward providing a
greater degree of confidence for the City that the completed work of Contractor(s) will
conform to the Contract Documents, but HDR will not be responsible for the failure of
Contractor(s) to perform the work in accordance with the Contract Documents. During site
visits and on the basis of on-site observations HDR will keep the City informed of the
progress of the work, endeavor to guard the City against defects and deficiencies in such
work and may recommend the City disapprove or reject work failing to conform to the
Contract Documents.
· Review/approve & comment on Contractor’s submittals, RFIs, Contractor Proposals,
Request for Change Orders (RCO) including coordination with Construction Manager on
Proposals & Change Orders, Review Pay Estimates using the City of Pearland’s web-based
system.
· Provide interpretive guidance for Contractor, Construction Manager in resolution of
problems.
· Conduct Substantial Completion Inspection with CM or PM to:
review progress of work for Substantial Completion walk through,
generate a punch list of items for correction
issue both Certificate of Substantial Completion (signed/sealed from Design
Engineer) & Final Acceptance or 2nd walk through
Issue Final Completion & Acceptance letter to City recommending acceptance &
release of final payment
Coordinate contractors, CM/CI to provide complete record of As-Builts Drawing
Within thirty (30) days after receipt of As-Builts from the contractor to the CM, the
project engineer shall provide to the City one (1) set of full size reproducible record
drawings, an electronic file copy (PDF format) and an AutoCAD file (.dwg)
SPECIAL SERVICES
D. Reimbursables
• A budgetary amount will be allocated for reproduction including but not limited to: bid
and construction sets, specifications and submittals. Reimbursable material charges will
include the invoice and will be invoiced on the basis direct cost plus 10%.

• A budgetary amount for mileage will be set as part of this contract and will be billed at
the prevailing IRS rates.
E. Additional Geotechnical Borings
HDR proposes a total of 2 soil borings along the drainage easement. The two boring locations, one
at the outfall to Clear Creek (25 VF) and the other one at the upstream side (10 VF) near Sleepy
Hollow roadway has a total depth of up to 30 VF. The geotechnical recommendations shall include
open cut excavation and bedding and backfill for proposed storm sewer, structures, and slope
protection and erosion control.
Schedule
It is estimated to take approximately six weeks from the Notice to Proceed to complete the above
repackage bid set.
