R2022-284 A Resolution of the City Council of the City of Pearland, Texas, authorizing the City's participation in the Texas General Land Office's Regional Mitigation Program, funded by the U.S. Department of Housing & Urban Development (HUD), allocated via Houston - Galveston Area Council (HGAC) Method of Distribution in the amount of $14,008,900, for eligible flood-drainage mitigation improvements. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City’s participation in the Texas General Land Office's Regional Mitigation Program, funded by the U.S. Department of Housing & Urban Development (HUD), allocated via Houston - Galveston Area Council (HGAC) Method of Distribution, in the amount of $14,008,900, for eligible flood-drainage mitigation improvements is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute all documents required for the City’s participation in the Texas General Land Office's Regional Mitigation Program. Through the preliminary I-l-GAC MOD posted for public comment, City of Pearland is included as a potential recipient of funding in the amount of $14,008,900.00, This amount is subject to change as the public participation process is completed and until final MOD approval by the GLO. I)uc to CI)BG-MIT grant requirements, the state is required to reach a certain threshold tied to benefitting low- and moderate -income (LM1) persons, therefore $7,0[14,450.00 of your funding must be used for projects that benefit LMl persons in your community. Some Slate Most impacted & Distressed (MID) counties and cities with HUD MID ZIP codes received both Stale MID and HUD MID allocations, Amounts from HUD MID allocations can only be applied to projects benefitting 1 -IUD MID areas. For those cities and counties whose combined HUD MID and State MID allocations are greater in total than 5900,000,00, but whose allocation in either the individual State MID or HUD MID allocation is less than $900,000.00, the allocation for the ineligible category was added to their eligible category. Harris County and its cities are exclude€! from this MOD as l larris County received a direct allocation of $750,000,000.00 from Texas General Land Office. Your city's allocation excludes the Harris County portion of the city. Harris County cities receiving initial allocations from portions of their city in other counties may not use this allocation for Harris County projects. Please note that declining to participate in the COO MOD may exclude City of Pcarlrind it there are any future allocations or reallocations of hinds through the Regional Mitigation l rogram. 11 is recommended each entity officially involve their city council, county commissioners court or other governing hoard in the decision to accept or decline funds.
