PEARLAND LIBRARY BOARD MEETING MINUTES
CITY OF PEARLAND
Regular Meeting
Wednesday, July 21, 2022 – 7PM
CALL TO ORDER
Chair Crystal Carbone called the meeting to order at 7:00 pm.
In attendance:
Crystal Carbone, Tammy McLain, Jessica Williams, Lisa Loranc, Jessica Trusty, Vanessa Dunn,
John Grimmett, Amit Joshi, Somarajin Nair
Absent:
John Grimmet, Francine Shephard
Kevin Carter, City of Pearland Parks & Recreation, Assistant Director
CONSENT AGENDA
The consent agenda was approved including approval of minutes from April 20th, 2022 meeting.
Motion: Tammy McLain, Second: Somarajin Nair, Motion carried 4-0.
DISCUSSION: FY23/24 Budget Planning
Kevin Carter shared the upcoming proposed fiscal year 2023 budget identifying the variance in
past and proposed amounts.
Lisa Loranc explained the purpose and use of maker spaces within all of the Brazoria County
Library System’s libraries and Pearland locations will continue to look at adding quilting spaces
and equipment for future uses. Future planning and discussion will look into preparing costs
for future budget needs.
Crystal Carbone shared information on the schools and possible consideration of mural
additions to the library spaces by students.
DISCUSSION: Library Board Strategic Planning Workshop
Crystal Carbone discussed identifying updated purposes for the Library Board through a future
strategic retreat. Lisa Loranc shared information about the existing four city boards within the
BCLS and the BCLS Board. Pearland’s Board has been a history of building advocacy and

advocacy of the libraries in Pearland. Are there any additional collaborative efforts for meeting
the community’s library needs?
Amit Joshi shared information on the relationship of the Friends groups for the library and how
the West Pearland Friends Group supports the West Pearland Library. Joshi also shared how
they communicate information to the community.
Discussions continued about utilizing spaces inside and outside of Libraries for events and
monetization opportunities/rentals. Carter shared ways the City advertises events and permits
for City managed events and could work with developing marketing opportunities. Loranc
shared that West Pearland is currently being programmed at capacity and parking could be an
ongoing concern but helps maintain capacity of the library. Carter also shared the importance
of capital replacement planning to help drive future budget needs of the libraries. Carter
shared the possible timing of the retreat to an appropriate time for most impactful benefit of
retreat.
DISCUSSION & ACTION: Naming Rights Applications
Carter explained the two naming rights agreements for the West Pearland Library and the
approval sequence required. McLain made the motion and Nair seconded the motion on the
first naming rights agreement and Joshi made the motion and Nair seconded the motion on the
second naming rights agreement. Both motions carried 4-0.
REPORTS FROM FRIENDS GROUP
Joshi shared that they are holding book sales and have sold a total of 6-7 bookshelf sponsors for
the Friends of the West Pearland Library. Joshi also shared current Kroger Community Rewards
and other activities they are involved in.
REPORTS FROM BRAZORIA COUNTY LIBRARIANS: Director’s Report
Loranc shared the BCLS updates and trends and was proud of the over $12 million savings for
all of Brazoria County Residents through using their County locations. Brazcon is moving to
Freeport for the next 2 years and expect up to 6,000 people to attend and make a great
economic impact for the host community. Loranc also shared are just over 13 FTE’s for the
county.
REPORTS FROM BRAZORIA COUNTY LIBRARIANS: Branch Librarians
Williams and Trusty shared from their attendance reports and activity of programs from their
respective locations.
BOARD ISSUES FOR FUTURE LIBRARY BOARD AGENDAS
There were no issues brought up during the meeting.
ADJOURNMENT
There was no further business presented, the meeting was adjourned at 8:24 pm.
