A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
APPLY FOR FUNDING THROUGH THE HOUSTON-GALVESTON AREA
COUNCIL'S HOMELAND SECURITY GRANT PROGRAM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council hereby authorizes the City Manager or his
designee to apply for funding through the Houston-Galveston Area Council's Homeland
Security Grant Program.

Project Narrative (500 words or less)
How will this project benefit the region and the goals cited?
The City of Pearland is a fast-growing community located immediately to the south of the City of Houston, and
includes parts of Brazoria, Harris, and Fort Bend counties. With a population of over 68,000 residents, the City
covers over 45 square miles. Moreover, the City provides emergency services to its extra-territorial
jurisdiction, bringing the total area served to over 72 square miles, with a population of approximately 80,000
people. In addition to its proximity to several ports, Hobby Airport, and a handful of sensitive industrial
complexes, the City of Pearland contains three major thoroughfares and a heavily utilized railroad. These
factors all point to the importance of maintaining effective emergency response and recovery capabilities in
Pearland, to include state-of-the-art communications in the event of a disaster. By providing Mobile Incident
Command capability in such a critically-located community, and through the maintenance of our existing
Mutual and Automatic Aid agreements with virtually all of the surrounding communities, the proposed project
will constitute a substantial improvement to the overall emergency capabilities of the region. The City
proposes to support the objectives of the State Strategic Plan through the purchase of a fully equipped Mobile
Incident Command Center, with tow vehicle. The Command Center itself, a forty-foot enclosed trailer with full
power, built-in cabinets and lighting, and full telecommunications wiring, will enable public safety personnel to
provide mobile command, communications, and dispatch in the event of a disaster, whether natural or man-
made. The tow vehicle, a Ford F450 or equivalent, will ensure the portability of the Command Center. The
proposed project supports Objectives 2.1, 3.1, and 3.9 in several ways. First, the project will support Objective
2.1 (Reduce vulnerability at critical infrastructures) by enhancing the command and communication
capabilities of our emergency personnel before, during, and after a disaster. Additionally within this objective,
the proposed program will support Priority Action 2.1.6 (Ensure CI/KRs throughout the state receive
appropriate threat information). Second, the program will support Strategic Objective 3.1 (Achieve statewide
radio interoperability in Texas). The Mobile Incident Command Center will carry equipment to support all of our
existing communication capabilities, including 900 MHz high-band and low-band, keeping the project
compliant with DPS interoperability. This supports Priority Action 3.1.1 (Establish a statewide network of
interoperable radio systems by January 2007), as well as all remaining Priority Actions under Strategic
Objective 3.1, by ensuring redundant and fully interoperable radio systems in the event of a disaster. Third,
the proposed program supports Strategic Objective 3.9 (Maintain effective ways to alert local leaders and the
public about all hazards in their communities) by ensuring continuous communication. Specifically, the Mobile
Incident Command Center will enable local officials to receive information from state and other local officials,
as well as to disseminate critical information to the public.
