2022-10-10 CITY COUNCIL AND PEDC WORKSHOP Pearland City Council Minutes October 10, 2022 MINUTES OF A CITY COUNCIL MEETING OF THE CITY OF PEARLAND, TEXAS, HELD ON OCTOBER 10, 2022 AT 4:00 PM, IN TOM REID LIBRARY MEETING ROOM, 3522 LIBERTY DRIVE, PEARLAND, TX 77581. I. CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 4:03 p.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Mayor J. Kevin Cole Mayor Pro-Tem Tony Carbone Councilmember Joseph Koza Councilmember Alex Kamkar Councilmember Layni Cade Councilmember Jeffrey Barry Councilmember Woody Owens City Manager Clay Pearson City Attorney Darrin Coker City Secretary Frances Aguilar All members were present except Councilmember Adrian Hernandez. Also present for the PEDC Board: Chair Mona Chavarria Vice Chair Chad Thumann Vice Chair Jerry Koza, Jr. Vice Chair Michi Bruns Clay PEDC President Matt Buchanan III. CITIZEN COMMENTS There were no citizen comments. IV. NEW BUSINESS 1. Discussion with Pearland Economic Development Corporation (PEDC) Board of Directors on strategic priorities. Mayor Cole presented the item stating the meeting would focus on drainage, infrastructure and the indoor sports facility. City Attorney Coker provided information on the laws governing PEDC projects. City Council and the Board discussed PEDC’s ongoing, existing, and potential for an enlarged role in the City’s drainage infrastructure. Councilmember Barry requested PEDC consider allocating 20% annually of its budget towards drainage capital projects. DocuSign Envelope ID: FFBC5543-D1FB-4B9E-AB6A-702C0822CC03 Pearland City Council Minutes October 10, 2022 Mayor Cole recommended to not detract from Lower Kirby work for infrastructure and to look at potential additional projects in the Old Townsite/SH35 corridor areas, along with potential bond/PER projects that could be done while the master drainage plan is being completed. There was a general consensus to provide PEDC with the Master Drainage Plan and Capital Improvements Plan for review. PEDC would finalize the list of projects and return to Council for approval. There was also general interest in holding additional joint meetings. PEDC Board of Directors and City Council discussed the proposed Lower Kirby mixed use project with the related indoor sports and hotel conference center. Mayor Cole recommended the PEDC Board discuss how they wish to proceed in moving forward with the project, including potentially holding an election for voter consideration on the indoor sports facility. No further action was taken. V.ADJOURNMENT Mayor Cole adjourned the meeting at 5:58 p.m. Minutes approved as submitted and/or corrected this 24th day of October 2022.
