HELD ON SEPTEMBER 29, 1982,~ AT 7:30 P.M., IN THE CITY HALL, 2335 N. TEXAS AVE., PEARLAND,
TEXAS.
The meeting was called to order with the following present:

Absent from the meeting: Councilman Frauenberger and City Attorney Bobby Williams.
PURPOSE OF THE EMERGENCY MEETING:
1. ESTABLISH GUIDELINES FOR ALLOWING THE CITY TO OPERATE DURING THE TIME IT IS
WITHOUT AN APPROVED BUDGET.
The Council directed questions to City Manager Ron Wicker regarding the City operating
during the time it is without an approved budget. City Manager Wicker stated that the
Charter requires that if a new budget is not adopted, then the existing budget should
be followed. The approval of Resolution No. R82-35 will authorize the City Manager to
proceed with the seven percent cost of living salary adjustment for all City employees
beginning October 1, 1982, and the money for these salary increases will be from surplus
funds not expended in the 1981-82 budget. Until the 1982-1983 budget is adopted, the
City will continue to operate under the 81-82 budget.
City Manager Wicker stated that the Staff is currently negotiating with the Pearland
School District to use their tax roll, since the Central Appraisal District is basing
their values on the School District's.
It was pointed out by the Council that the City Manager should operate the City on a
tight budget, watching overtime, gasoline use, capital expenditures, and not hiring
any new personnel. City Manager Wicker stated that this would be done.
RESOLUTION NO. R82-35, A RESOLUTION OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY
MANAGER TO MAKE CERTAIN ADJUSTMENTS TO THE 1981-82 BUDGET OF THE CITY, UNTIL THE 1982-83
BUDGET IS FINALLY ADOPTED BY THE CITY COUNCIL:
Resolution No. R82-35 read in full by Mayor Reid.
It was moved by Councilman Lentz, seconded by Councilman Gray that Resolution No. R82-35
be passed and approved on first and only reading. Said Resolution No. R82-35 reads in
caption as follows:

FINALLY ADOPTED BY THE CITY COUNCIL.
