ON TAX INCREASE
A tax rate of $0.628765 per $100 valuation has been proposed by the governing body of CITY OF
PEARLAND.

NO-NEW-REVENUE TAX RATE $0.543044 per $100
VOTER-APPROVAL TAX RATE $0.633611 per $100
The no-new-revenue tax rate is the tax rate for the 2022 tax year that will raise the same amount of property
tax revenue for CITY OF PEARLAND from the same properties in both the 2021 tax year and the 2022 tax
year.
The voter-approval rate is the highest tax rate that CITY OF PEARLAND may adopt without holding an
election to seek voter approval of the rate.
The proposed tax rate is greater than the no-new-revenue tax rate. This means that CITY OF PEARLAND is
proposing to increase property taxes for the 2022 tax year.
A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON September 26, 2022 AT
6:30 PM AT the City Hall Council Chambers, 3519 Liberty Dr., Pearland, Texas 77581.
The proposed tax rate is not greater than the voter-approval tax rate. As a result, CITY OF PEARLAND is
not required to hold an election at which voters may accept or reject the proposed tax rate. However, you
may express your support for or opposition to the proposed tax rate by contacting the members of the City
Council of CITY OF PEARLAND at their offices or by attending the public hearing mentioned above.

The Pearland Economic Development Corporation (PEDC) is Requesting
Statements of Qualifications (RSOQ) from firms that can adequately demon-
strate the resources, experience, and qualifications to fulfill the role of Landscape
Architect for Landscape and Hardscape Construction Coordination and
Consulting Services to be performed in tandem with TxDOT's widening of FM518
from SH 288 to Cullen Parkway.
The respondent should highlight its team of in-house professionals within one or
more of these specialty fields to provide the above -described services in an effi-
cient manner in the best interest of the Pearland Economic Development
Corporation and that will provide successful, on -time, and on -budget project
delivery. Information should be provided for each above specialty services the
firm possesses personnel practicing in.
The RSOQ is available through the City's E-bid System and the responding
RSOQs will be accepted through the City's E-bid System. All interested
Respondents are required to register as a "supplier" on the City's E-bid System
at: http://pearlandtx.gov/business/doing-business/bid-opportunities by clicking on
"Supplier Registration". The RSOQ is available for download upon approval of
registration. Once approved, registration provides automatic access to the
RSOQ, any changes to the RSOQ, and any changes to the submission time or
date. Submitting Firms accept sole responsibility for downloading all the neces-
sary documents required to provide a full response to the RSOQ.
RSOQs shall be submitted in the format described in the RSOQ and be submit-
ted electronically through the E-bid System. Questions regarding electronic sub-
mission of the SOQ should be directed to City Purchasing Office at
ebids@pearlandtx.gov and reference RFQ#0922-01. All RSOQs submitted will
remain confidential until the opening date and time when they will be opened,
and the names of the submitting firms read into the public record. No Fee infor-
mation should be included with the submittal.
RFQs will be accepted until 2:00 p.m., Thursday, October 13, 2022
Intent of this Request for Qualifications
PEDC is soliciting responses from qualified landscape architecture firms capable
of developing an overall commercial streetscape design for the Broadway
Corridor's publicly managed right-of-way. This comprehensive design will be con-
ducted in tandem with providing technical assistance to individual private proper-
ty owners directly impacted by TxDOT's widening project along FM 518. The
purpose of the streetscape design is to assess planned Texas Department of
Transportation (TxDOT) road reconstruction and widening impacts on adjacent
properties' parking lot screenings and landscape buffers, and to aesthetically
position the project area for future high -quality development.

Community Development Block Grant Program
City of Pearland will hold a 2nd public hearing to give all Pearland residents an
additional opportunity to voice opinions on the City's HUD Community
Development Block Grant program. We are developing a new 5-Year
Consolidated Plan to outline our City's priorities for using CDBG funds over the
next 5 years. We are also developing the HUD Program Year 2022 Annual Action
Plan (City of Pearland Fiscal Year 2023) to detail exactly how we anticipate
spending $478,854 in Community Development Block Grant (CDBG) funds. We
would like to hear your comments on program priorities as well as specific activ-
ities.
The Consolidated Plan is available for review on the City's website at
www.pearlandtx.gov. Paper copies of the survey are available upon request for
those without internet access. All public hearing attendees are invited to speak
about CDBG on:

CDBG Program Overview
The national objective of the CDBG program is to develop viable urban commu-
nities by providing decent housing, a suitable living environment and expanding
economic opportunities principally for low and moderate -income persons. No
less than 70% of CDBG funds must be used for activities that benefit low and
moderate -income persons.
CDBG goals include:
• Improving the urban environment in low and moderate income areas;
• Eliminating blighting influences and the deterioration of property, neighbor-
hoods, and public facilities in low and moderate -income areas; and
• Ensuring decent housing for low and moderate -income residents.
Eligible activities include but are not limited to: public facility construction and
improvements; handicapped accessibility; operational funding for non-profit agen-
cies servicing primarily low income persons; rehabilitation of owner -occupied
housing; housing development assistance, enforcement of City codes; clearance
and demolition; infrastructure improvements; business development and job cre-
ation activities.
The planned expenditures include the following:
• Mental Health Services — Counseling and Therapy Services: $26,878
• Mental Health Services — Facility Improvements: $271,049
• Emergency Subsistence — Rental Assistance: $20,000
• Youth Services — Childcare/Aftercare: $25,000
• Housing Rehabilitation — Housing Program Administration: $67,496
• General Program Administration: $68,431
Fair Housing Issues
The Public Hearing will also be a forum to discuss fair housing and related issues.
Residents with suggestions and/or concerns will be provided opportunity to voice
those issues during the public hearing. A section of the public survey also
involves issues concerning fair housing.

Community Development Block Grant -
Disaster Recovery (CDBG-DR) Program
1st Revision - Housing Guidelines
The City of Pearland has received $2,727,372 for the purpose of acquiring repet-
itive and/or severe -repetitive loss flood -damaged properties impacted by
Hurricane Harvey, owned by low -and -moderate income property owners. In com-
pliance with Texas General Land Office requirements, the City has developed
Housing Guidelines in compliance with Community Development Block Grant -
Disaster Recovery (CDBG-DR) regulations, to provide a blueprint for designing,
implementing, and closing a CDBG-DR Housing Program. The purpose of these
Guidelines is to aid in the long-term recovery efforts to facilitate the replenish-
ment of housing stock lost due to a disaster and to assist in moving eligible
homeowners out of harm's way through fair market value buyouts or acquisi-
tions.
The Housing Guidelines are available on the City's website at
www.oearlandtx.gov under the section reserved for Other Legal Notices. The
Housing Guidelines may also be made available in person at City Hall upon
request, in English and Spanish. The City is proposing to update its CDBG-DR
Housing Guidelines to allow acquisitions to be made at the current real property
market value, instead of the pre -flood value, due to the current costs prevailing
in the real property marketplace.
Fair Housing
The City of Pearland promotes fair housing practices by encouraging potential
homeowners or renters to be aware of their rights under the Fair Housing Act.
Title VIII of the Civil Rights Act of 1968, as amended, prohibits discrimination
against any person on the basis of race, color, religion, sex, disability, familial sta-
tus or national origin in the sale or rental of units in the housing market.
To report possible discrimination or need more information on fair housing, call
the City of Pearland at 281.652.1600.
Public Comment
Citizens may provide comments on the City's Housing Guidelines through
October 14, 2022. A Public Hearing will be held at the Regular City Council
Meeting on September 26, 2022, at:

African American Recognition Program Scholars
Seventy-four Pearland Inde-
pendent School District students
have been named scholars in
College Board's National
Recognition Programs, including
the National African American
and Hispanic Recognition
Programs.
These National Recognition
Programs grant underrepresented
students with academic honors
that can be included on college
and scholarship applications and
connect students with universities
across the country, helping them
meaningfully connect to colleges
and stand out during the admis-
sions process. Colleges and schol-
arship programs identify students
awarded National African Ameri-
can, Hispanic, Indigenous and/or
Rural/Small Town Recognition
through College Board's Student
Search Service.
Students who may be eligible
have a GPA of 3.5 or higher and
have excelled on the PSAT/
NMSQT or PSAT 10, or earned a
score of 3 or higher on two or
more AP Exams; and are African
American or Black, Hispanic
American or Latinx, Indigenous
and/or attend school in a rural area
or small town.
