These projects have been scored and ranked using the methodology detailed in Appendix B of the 2006-2008 TIP. On August 10,2005 the U.S. Congress passed and the President signed into law H.R. 3, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU program) and on October 27, 2005, the Texas Transportation Commission approved the 2006 Statewide MobiliTY Program (SMP). As a result of these recent actions, additional funding has become available for programming in the 2006- 2008 TIP. However, this additional funding is still subject to TxDOT's obligation authority limitations. Each year, TxDOT uses an obligation authority to place a limit on federal-aid highway and highway safety construction program obligations and act as a ceiling on the obligation of funds that can be made within a specified time period, using the federal fiscal year, October 1 through September 30, regardless of the year in which the funds were apportioned. This limit is imposed by the Federal Highway Administration in order to control the highway progral'11 spending in response to economic and budgetary conditions. At this time, TxDOT is requesting that the projects shown in Appendix I of the 2006- 2008 TIP be advanced into the funded ponion of the TIP; also, to split out CSJs 0976-02- 084 and 3416-01-011 from CSJ 0912-00-954 and add the split out projects to the TIP.
