1982-08-16 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON AUGUST 16, 1982, AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVE., PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Councilman/Mayor Pro Tem Terry Gray Councilman Councilman Councilman Councilman -Elect City Manager City Secretary Al Lentz Charles R. Mack Dennis Frauenberger James E. Bost Ronald J. Wicker Dorothy L. Cook ABSENT FROM THE MEETING: City Attorney Bobby Williams PURPOSE OF THE MEETING: 1. CANVASS OF ELECTION HELD ON AUGUST 14, 1982, FOR ELECTION OF MEMBER OF THE COUNCIL, POSITION NO. 3, UNEXPIRED TERM. Mayor Reid opened the meeting by receiving into the records the Ballot & Seal Certi- ficate, Receipt for Ballot Container, Ballot Register for Absentee Voting, and Ballot Register for Regular Election. Resolution No. R82-31 was then introduced and read by Councilman Mack. It was moved by Councilman Mack, seconded by Councilman Lentz that Resolution No. R82-31 be passed and approved on first and only reading. Said Resolution No. R82-31 reads as follows: RESOLUTION NO. R82-31 A RESOLUTION CANVASSING THE VOTES AND DECLARING THE RESULTS OF A SPECIAL ELECTION HELD ON AUGUST 14, 1982, FOR THE PURPOSE OF ELECTING ONE MEMBER OF THE COUNCIL, POSITION NO. 3, (UNEXPIRED TERM), FOR THE CITY OF PEARLAND, BRAZORIA AND HARRIS COUNTIES, STATE OF TEXAS. There came to be considered the returns of an election held on the 14th day of August, 1982, for the purpose of electing the hereinafter named official, and it appearing from said returns, duly and legally made, that there were cast at said election 523 valid and legal, votes; that each of the candidates in said election received the following votes: TEXAS: MEMBER OF THE COUNCIL, POSITION NO. 3, (UNEXPIRED TERM) CANDIDATE JAMES E. BOST TOM MATLOCK TOTAL NUMBER OF VOTES RECEIVED 400 123 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, That said election was duly called; that notice of said election was given in accordance with law, and that said election was held in accordance with law, and that James E. Bost was duly elected MEMBER OF THE COUNCIL, POSITION NO. 3 (UNEXPIRED TERM) and said above named JAMES E. BOST is hereby declared duly elected to said office, subject to taking the oath and filing bond as provided by the laws of the State of Texas. It is further found and determined that in accordance with the order of the governing body the City Secretary posted written notice of the date, place and subject of this meeting on the bulletin board located in the City Hall, a place convenient and readily accessible to the general public and said notice having been so posted and remaining posted continuously for at least 72 hours preceding the scheduled time of the said meeting. A copy of the return of said posting shall be attached to the minutes of this meeting and shall be made a part thereof for all intents and purposes. Williams City Attorney Mayor, City of Pearland Voting "Aye": Councilman Lentz, Councilman Gray, Councilman Mack and Councilman Frauenberger. Voting "No": None Motion passed 4 to 0. Mayor Reid issued Certificate of Election to James E. Bost, and administered the Oath of Office to him. Mayor Reid appointed a Committee of Councilman Gray and Councilman Lentz to work with City Manager Wicker and City Engineer Qualtrough in developing proper guidelines for future property development in the City of Pearland.
