2022-06-09 PEARLAND PARKS, RECREATION AND BEAUTIFICATION BOARD REGULAR MEETING MINUTESMINUTES — REGULAR MEETING OF THE CITY OF PEARLAND PARKS, RECREATION & BEAUTIFICATION BOARD, HELD ON THURSDAY, JUNE 10 2022, AT 1:00 P.M., AT PEARLAND RECREATION CENTER & NATATORIUM. I. CALL TO ORDER Chairman Dennis Jackson called the meeting to order at 1:03 P.M. DISCUSSION AND POSSIBLE ACTION — RSA APPLICATIONS 2022-2023 Registered Sports Association (RSA) applications for Pearland Girls Softball Association (PGSA), Pearland Youth Lacrosse (PYLAX), Shadow Creek Soccer Club (SCSC) and Ling Ling Youth Soccer Academy (LLYSA) were presented to the board for review. PYLAX: Staff reported that PYLAX was an RSA for the City from October 2015 to June 2019. The City and PYLAX entered into Memorandums of Understanding from July 2019 to June 2022 for the use of athletic fields due to failing to meet the residency requirement. PYLAX is seeking RSA designation for the 2022-2023 term. After reviewing the application, PYLAX meets all requirements to be an RSA. Boyer made a motion to grant RSA designation with all its rights and privileges for limited use of fields 3 and 4 at Hickory Slough Sportsplex, reserving field 3 on Friday for City scheduling privileges for long term recreation user group rentals and other in-house recreational programs. Allen seconded the motion. The motion was approved. SCSC: Staff reported that SCSC was an RSA with the City from January 2018 to June 2021. In July 2021, SCSC entered into a Memorandum of Understanding with the City from July 2021 to June 2022 for the use of athletic fields due to failing to meet the residency requirement. After reviewing the 2022-2023 application, SCSC meets all requirement to be an RSA. Baker made a motion to grant RSA designation with all its rights and privileges for limited use of fields 1, 2, 4, 5, and 6 at Hickory Slough Sportsplex, reserving field 2 on Friday for City scheduling privileges for long term recreation user group rentals and other in-house recreational programs. Dixon seconded the motion. Motion was approved. LLYSA: Staff reported that LLYSA applied for RSA designation in 2019 but was not awarded due to not meeting the minimum residency requirement. LLYSA re -applied for RSA designation for the 2022-2023 term. After reviewing the application LLYSA meets all requirements to be an RSA, however, it is unconventional to appoint multiple RSA to one location for the same sport. Based on evaluation of criteria defined in the RSA policy including historical presence, Pearland resident participation, number of participants, and value of in -kind intangibles SCSC scored higher the LLYSA. Therefore, staff does not recommend awarding RSA to LLYSA. Although staff does not recommend granting RSA designation, staff recommends developing 1 year MOU supporting a long term rental mirroring terms of an RSA agreement with LLYSA and will reserve use of fields 2 and 3 at Hickory Slough Sportsplex on Friday evenings for their upcoming seasons. Outside of seasonal play, Pearland Parks & Recreation will grant similar recreation rentals with other user groups or in-house programming for the months of June, July and August. Motion was made by Boyer to deny LLYSA's RSA application but directed staff to draft an MOU between the City and PGSA to allow LLYSA limited access to the City Fields in a different capacity. Allen seconded the motion. The motion was approved. PGSA: Staff reported that PGSA was an RSA for the City from August 2015 to June 2019. In 2019, it was discovered that PGSA's non-profit status with the Internal Revenue Service (IRS) had been revoked which is a requirement to be awarded RSA designation. Since that point, PGSA has attempted to resolve their non-profit status. Documentation was proved to the City by PGSA indicating active steps had been taken to gain reinstatement as a non-profit organization. Currently, PGSA has filed all necessary paperwork with the IRS but their re -instatement is still pending. In order to be awarded as RSA designation, an organization must meet the non-profit requirement that is outlined in the RSA Policy. Therefore, PGSA is not eligible for RSA designation with the City of Pearland. Boyer made a motion to deny PGSA's RSA application, but directed staff draft an agreement between the City and PGSA to allow PGSA access to the City Fields in a different capacity. Campo seconded the motion. The motion was approved. IV. ADJOURNMENT Boyer made a motion to adjourn Dixon seconded the motion. Motion passed.
