A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AWARDING A BID FOR CONSTRUCTION SERVICES
ASSOCIATED WITH THE EXTENSION OF BAILEY DRIVE BETWEEN
STATE HIGHWAY 35 AND VETERANS DRIVE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City opened bids for construction services associated with the
Bailey Drive Extension Project, and such bids have been reviewed and tabulated.
Section 2. That the City Council hereby awards the bid to Hassell Construction
Co., in the amount of $9,914,274.85.
Section 3. The City Manager or his designee is hereby authorized to execute a
contract for construction services associated with the Bailey Drive Extension Project.

On June 28, 2006, two (2) bids were opened for the referenced project. Bids were checked and
tabulated. The low bidder is Hassell Construction Co., Inc. with a bid of $9,910,274.85.
Enclosed are five (5) copies of bid tabulation sheet.
Upon review of the low bidder's bid we noted an error in the price bid on Item B33, "Well
Pointing". It was stipulated in the Bid Proposal that the minimum price bid for this item shall be
$25. Hassell Construction Co., Inc. recorded a bid of $24. Freese and Nichols, Inc. spoke with
Mr. Joe Rebecek with Hassell Construction Co., Inc. and informed him of this error. Mr.
Rebecek stated that changing the price bid from $24 to $25 is acceptable. This error caused the
bid to increase by $4,000, but it did not change the low bidder.
Hassell Construction Co., Inc. has the experience in this type of work. A copy of their Statement
of Qualifications is attached. They have completed similar projects for the City of Pearland in the
past, and are TxDOT certified to bid up to $34,916,000. Their recent projects for the City of
Pearland are Barry Rose Road, Cullen Blvd., and Kirby Drive Extension. These projects are
either nearing or in closure phase at this time. However, all three recent projects have had issues
concerning being a "responsive and responsible" contractor. These issues are mostly concerning
staying on schedule, providing sufficient manpower, delay claims, and managing project
adequately in the field as well as in the office. As we understand it these issues are being
discussed with them by the City.
Therefore, if the City and Hassell Construction Co. can resolve above issues, we recommend
award of this contract to Hassell Construction Co., Inc., 12211 Duncan Road, Houston, Texas
77066, (281) 893-2570, in the amount of $9,914,274.85. However, if the issues can not be

resolved, the second bidder is W.W. Webber with a bid of $10,838,725.75. This company has
experience in constructing these types of Projects. They completed McHard Road Overpass,
Pearland Parkway for the City and are the Contractor on the Dixie Farm Road Widening Project.
We would have no objections to recommending award of this contract to them.
