1982-03-01 CITY COUNCIL SPECIAL MEETING MINUTESv0, MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE.CITY OF PEARLAND, TEXAS, HELD ON MARCH 1, 1982, AT 7:30 P.M. IN THE CITY HALL, 2335 N. TEXAS AVE.,, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Councilman/Mayor Pro Tem Councilman Councilman City Manager City Attorney City Secretary Tom Reid Al Lentz Charles R. Mack Terry Gray Ronald. J. Wicker Bobby J. Williams Dorothy L. Cook Absent from the meeting: Councilman McComb and Councilman Farley. Mayor Reid, at the request of the Marketing and Distributive Education Department of the Pearland Independent School District, issued a Proclamation, proclaiming March 13, 1982, as "Ray Anderson Day". PURPOSE OF THE MEETING: 1. REPORT BY CITY ATTORNEY AND CITY SECRETARY ON PETITION SUBMITTED REQUESTING AN ELECTION BE HELD UNDER ARTICLE 1269M, POLICEMEN'S CIVIL SERVICE ACT. 2. CONSIDERATION AND POSSIBLE ACTION - RESOLUTION R82-11, A RESOLUTION OF THE CITY OF PEARLAND, TEXAS; ORDERING AN ELECTION TO BE HELD ON APRIL 3, 1982, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY OF PEAR - LAND THE QUESTION OF ADOPTION OF A POLICEMEN'S CIVIL SERVICE ACT. CITY ATTORNEY'S REPORT: City Attorney Bobby Williams reported to the City Council that, in his opinion, the petition; submitted by William F. Garney.and James A. Templin, was a legal petition under Article 1269 M, Policemen's Civil Service Act. CITY SECRETARY'S REPORT: City Secretary Dorothy Cook read the following report: February 25, 1982 CERTIFICATION STATEMENT SUBJECT: THIRTY-NINE PAGE PETITION SUBMITTED BY WILLIAM F. GARNEY AND JAMES A. TEMPLIN TO THE CITY COUNCIL ON FEBRUARY 22, 1982, REQUESTING AN ELECTION UNDER THE FIREMEN'S AND POLICEMEN'S CIVIL SERVICE ACT, ARTICLE 1269 M. STATE OF TEXAS COUNTIES OF.BRAZORIA AND HARRIS CITY OF PEARLAND I, Dorothy L. Cook, City Secretary of the City of Pearland, Texas, do hereby certify that the petition presented by the above contains more than one hundred twelve (112) signatures of registered qualified voters in the City of Pearland. This Certification is based on ten percent (10%) of the total number (1120) voting in the last City election. GIVEN UNDER MY HAND AND SEAL this 25 day of February, A. D., 1982. /S/ Dorothy L. Councilman Farley and Councilman McComb absent from the meeting. RESOLUTION NO. R82-11, A RESOLUTION OF THE CITY OF PEARLAND, ORDERING AN ELECTION TO BE HELD ON APRIL 3, 1982, SUBMITTING THE QUESTION OF ADOPTION OF A POLICEMEN'S CIVIL SERVICE ACT: Resolution No. R82-11 read in full by Councilman Lentz. It was moved by Councilman Lentz, seconded by Councilman Mack that Resolution No. R82-11 be passed and approved on first and only reading. Said Resolution No. R82-11 reads in caption as follows: RESOLUTION NO. R82-11 A RESOLUTION OF THE CITY OF PEARLAND, TEXAS, ORDERING AN ELECTION TO BE HELD ON THE 3RD DAY OF APRIL, 1982, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY OF PEARLAND, TEXAS, THE QUESTION OF THE ADOPTION OF A POLICEMEN'S CIVIL SERVICE ACT; DESIGNATING THE HOURS AND PLACE FOR HOLDING SUCH ELECTION; AND CONTAINING OTHER MATTERS RELATING TO THE SUBJECT. Voting "Aye": Councilman Gray, Councilman Lentz, and Councilman Mack. Voting "No": None Councilman Farley and Councilman McComb absent from meeting. ADJOURN: Meeting adjourned 7:4.2 P. M.
