1986-09-13 PEARLAND PARKS, RECREATION AND BEAUTIFICATION BOARD REGULAR MEETING MINUTESMinutes of the monthly meeting of the Pearland Parks,
Recreation and Beautification Board held Saturday,
September 13, 1986, at the Pearland Community Center, 3523
Liberty Drive, Pearland, Texas.
The meeting was called to order by Chairman George Triebel,
Jr. with the following present: Inez Farmer, Larry Juull,
Tootie McComb, Bob Pond, James Skipper, Claude Stegall, and
Director Barry Lastik.
Helen Beckman representing the Clean Community System
presented information from The Brazoria County Park
Commission about "National Beach Clean Up" and
"Adopt -A -Beach Program". The Board took no action.
The minutes of the previous meeting were reviewed and
approved on the motion of Larry Juull, seconded by Claude
Stegall, and the vote of the Board.
The Director presented the department reports and answered
questions. Several favorable comments have been received
concerning the resurfacing 'of both the tennis courts and
pavilion floor in Independence Park.
The maintenance department investigated the electrical
lighting system in- Sonny Tobias Park and parts have been
ordered.
Representatives of the Leaky Pipe Corporation are donating
equipment and installation of the irrigation system for
the welcome sign site on Dixie Farm Road near Clear Creek.
The decrease in rental of the Community Center is probably
due to the general economy slump and the Christian Helping
Hands organization does not pay full rate to rent the
Community Center.
Larry Juull moved to increase the 1987 Summer Playground
Program fees to provide a break even financial situation.
The motion was seconded by Inez Farmer and the motion
carried.
George Triebel presented the August Beautification Award to
Principal Jack Harvey of the Shadycrest Elementary School
at the school prior to the meeting. Suggested
beautification nominees include Davis Nursery at Walnut and
Grand, Old Phillips service station, Green Tee entrance and
Woodcreek entrance.
The Board took the following action on special requests:
Tootie McComb moved to allow Pearland-South Belt YMCA the
use of the Community Center October 11, 1986 for three
hours at the normal reduced rate of $70 and deny the
special request for lower rates. Larry Juull seconded the
motion. The motion carried.

Tootie McComb moved to deny the special request of Alvin
Missionary Baptist Church to use Indepenance Park to show a
film but to allow them the use of the Community Center
(providing a controlled environment) at the normal
non-resident rental rate with prior screening and approval
of the City Parks and Attorney Departments. Larry Juull
seconded the motion and the motion carried with one no
vote.
In open discussion, Barry informed the Board of recent
activities and a detailed description of the three phases
of development on the McLean Park project.
The Texas Parks and Wildlife Board has approved our grant
application for $720,000 to improv McLean Park. The City
staff met with the State Board who approved the City's
estimated three year time period for the grant completion.
Barry will present the project to City Council at the Sept
22 meeting and request they authorize the Mayor to sign the
contract with the State Parks Board.
The next meeting will be October 11.
Tootie McComb moved to adjourn. The motion was seconded by
Larry Juull. The meeting adjourned.
