Minutes of the monthly meeting of the Pearland Parks,.
Recreation and Beautification Board held Saturday, July 11,
1987, at the Pearland Community Center, 3523 Liberty Drive,
Pearland, Texas.
The meeting was called to order by Chairman George Triebel
Jr. with the following present: Inez Farmer, Tootie
McComb, Bob Pond, James Skipper, and Director Barry Lastik.

The minutes of the previous meeting were reviewed and
approved as ammended (The next meeting will be June 13,
1987.) on the motion of James Skipper, seconded by Inez
Farmer, and the vote of the Board.
The Director presented the department reports and answered
questions. The majority of the efforts were devoted to
projects in Independence Park. Responsibility for the
maintenance and cleaning of the Parks Department buildings
may be changed in the near future. McLean Park Phase I
picnic unit and playground foundation construction is
underway. The 4th of July celebration fireworks
preparations went well in spite of the rain. Several good
reports about the Senior Citizen Las Vagas trip were
recieved. A citizens request for some recreation programs
for the physically impaired is under consideration.
Swimming pool maintenance is continuing and attendance is
good.
The Board reviewed the Departments policy regarding the
usage of the Independence Parks pavilion by groups for
special functions or events. Topics included were
application for rental, initial communications with user,
facility configuration and requirements, rental fees,
security, sale of beer, facility maintenance and department
enployee on site during events.
It is the Departments policy to configure the existing
facility and equipment to users requirements during the
normal working hours of the week prior to the event. Empty
plastic lined trash containers will be provided prior to
the event. Each day of an event a Department employee will
survey and correct problems regarding trash prior to or
during the event. The police are notified to make extra
patrols through the park when the Board approves the sale
of beer. Users are required to clean up after their event.
After reviewing the current pavilion usage policy and fee
structure the Board has found them to be more than adequate
to support existing operations and feels that it is in the
best interest of the City to continue these policies.
During open discussion Barry reported the 1988 budget
preparations are underway. The long range planning capital
equipment request have initially been cut, including
