MARCH 1, 2021 AT 6:30 P.M., HELD IN THE COUNCIL CHAMBERS, 3519 LIBERTY DR.
CALL TO ORDER
Chairperson Layni Cade opened the meeting for the P&Z Regular Meeting at 6:32 P.M.

Chairperson Cade read into the record the items on the consent agenda.
CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require little or no
deliberation by the P&Z Commission. These items will be enacted / approved by one motion
unless a commissioner requests separate action on an item, in which event the item will be
removed from the Consent Agenda and considered by separate action (ix. Matters removed from
Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.
CONSIDERATION AND POSSIBLE ACTION — APPROVAL OF MINUTES AND EXCUSED
ABSENCE
Excuse the absence of P&Z Commissioner Derrell Isenberg from the February 01, 2021 P&Z
Regular Meeting.
Approve the P&Z Regular Meeting minutes from February 01, 2021.
Chairperson Cade read into the record the items on Consideration and Possible Action—Approval
of Minutes and Excused Absence. Commissioner Earles made a motion to approve the minutes,
Commissioner Dansby seconded the motion.

CONSIDERATION AND POSSIBLE ACTION—REPLAT OF RIVERSTONE RANCH AT CLEAR
CREEK SECTION 11 PARTIAL REPLAT OF RESERVES C AND D PLAT 21-00008
A request of Zach Zarse of LJA Engineering, Inc., on behalf of Maritage Homes of Texas, LLC,
owner: to approve the Replat of Riverstone Ranch at Clear Creek Section 11 Partial Replat of
Reserves C and D creating 2 reserves on 28.740 acres, described to wit:
Legal Description:
A subdivision of 28.740 acres of land situated in the T.J. Green Survey, Abstract 290, City of
Pearland, Texas, being a portion of Reserves "C" and "D" of Riverstone Ranch at Clear Creek

Planner Hustead presented the staff report with exhibits. Planner Hustead informed the
commission that this replat conforms to the requirements of the UDC.
Commissioner Dansby asked why this parcel is being replatted. Planner Hustead replied that this
replat is adding an emergency access to Reserve C and the detention easement being added to
Reserve D.

the motion.

Deputy City Attorney Provins asked staff whether item CONSIDERATION AND POSSIBLE
ACTION — PRELIMINARY PLAT OF STEWART HEIGHTS SECTION 21 PLAT 21-00006 was
advertised as a Preliminary Plat or a Final Plat. Planning Manager Griggs stated the caption was
correct, but the heading was not correct on the advertised agenda. Deputy City Attorney Provins
asked that we table this item for later in the meeting.

Ltd, owner; for approval of the Final Plat of Post Road Street Dedication Section 1; dedicating a
60 foot wide section of right of way for Post Road west of Hawthorne Village Drive on 2.070 acres
of land, described to wit:

Commissioner Earles asked if this was a street widening. Planner Hustead confirmed that it is.

1. Discussion and Input on Pearland Prosperity Plan by Matt Buchanan of the Pearland
Economic Development Corporation.
2. Discussion and Input on modifying the Joint Public Hearing/Special Meeting format for
Planning and Zoning issues to one where public hearings are held separately, first
before the Planning and Zoning Commission, and then City Council.
3. Commissioners Activity Report— Discussion on COVID-19 & vaccinations.
4. Next P&Z Regular Meeting — March 15, 2021.
