2021-03-01 PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES MINUTES OF THE REGULAR MEETING VIA TELEPHONE/VIDEO CONFERENCE OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, MONDAY, MARCH 1, 2021 AT 6:30 P.M., HELD IN THE COUNCIL CHAMBERS, 3519 LIBERTY DR. CALL TO ORDER Chairperson Layni Cade opened the meeting for the P&Z Regular Meeting at 6:32 P.M. In attendance were: P&Z Chairperson Layni Cade P&Z Vice Chairperson Henry Fuertes P&Z Commissioner Ashlee Boswell P&Z Commissioner Brandon K. Dansby P&Z Commissioner Andrew B. Earles P&Z Commissioner Jennifer Henrichs P&Z Commissioner Derrell Isenberg Also present were Deputy City Attorney Lawrence Provins, Director of Community Development John McDonald, Planning Manager Martin Griggs, Senior Planner Mohamed Bireima, Planner Vince Hustead, Assistant City Engineer Parviz Pourazizian, and Office Assistant Shelby Lowe. Chairperson Cade read into the record the items on the consent agenda. CONSENT AGENDA All items listed under the "Consent Agenda" are considered to be routine and require little or no deliberation by the P&Z Commission. These items will be enacted / approved by one motion unless a commissioner requests separate action on an item, in which event the item will be removed from the Consent Agenda and considered by separate action (ix. Matters removed from Consent Agenda). Approval of the Consent Agenda enacts the items of legislation. CONSIDERATION AND POSSIBLE ACTION — APPROVAL OF MINUTES AND EXCUSED ABSENCE Excuse the absence of P&Z Commissioner Derrell Isenberg from the February 01, 2021 P&Z Regular Meeting. Approve the P&Z Regular Meeting minutes from February 01, 2021. Chairperson Cade read into the record the items on Consideration and Possible Action—Approval of Minutes and Excused Absence. Commissioner Earles made a motion to approve the minutes, Commissioner Dansby seconded the motion. Motion passed 5-0 NEW BUSINESS Chairperson Cade read into the record the items on Discussion and Input. Chairperson Cade read into the record the items on Consideration and Possible Action — Replat of Riverstone Ranch at Clear Creek Section 11 Partial Replat of Reserves C and D. PLAT 21- 00008. CONSIDERATION AND POSSIBLE ACTION—REPLAT OF RIVERSTONE RANCH AT CLEAR CREEK SECTION 11 PARTIAL REPLAT OF RESERVES C AND D PLAT 21-00008 A request of Zach Zarse of LJA Engineering, Inc., on behalf of Maritage Homes of Texas, LLC, owner: to approve the Replat of Riverstone Ranch at Clear Creek Section 11 Partial Replat of Reserves C and D creating 2 reserves on 28.740 acres, described to wit: Legal Description: A subdivision of 28.740 acres of land situated in the T.J. Green Survey, Abstract 290, City of Pearland, Texas, being a portion of Reserves "C" and "D" of Riverstone Ranch at Clear Creek Section 11, A Subdivision Recorded in Film Code No. 691417, Map Records of Harris County, Texas. General Location: North of Country Club Road, east of Pearland Parkway and south of Barry Rose Road. Planner Hustead presented the staff report with exhibits. Planner Hustead informed the commission that this replat conforms to the requirements of the UDC. Commissioner Dansby asked why this parcel is being replatted. Planner Hustead replied that this replat is adding an emergency access to Reserve C and the detention easement being added to Reserve D. No further discussion from Staff, P&Z Commission or Public input. Commissioner Boswell made a motion to approve, Vice Chairperson Fuertes seconded the motion. Motion passed 5-0 Deputy City Attorney Provins asked staff whether item CONSIDERATION AND POSSIBLE ACTION — PRELIMINARY PLAT OF STEWART HEIGHTS SECTION 21 PLAT 21-00006 was advertised as a Preliminary Plat or a Final Plat. Planning Manager Griggs stated the caption was correct, but the heading was not correct on the advertised agenda. Deputy City Attorney Provins asked that we table this item for later in the meeting. Chairperson Cade read into the record the items on Consideration and Possible Action — Final Plat of Post Road Street Dedication Section 1. PLAT 21-00007. CONSIDERATION AND POSSIBLE ACTION — FINAL PLAT OF POST ROAD STREET DEDICATION SECTION 1 PLAT 21-00007 A request of Zach Zarse, of LJA Engineering, applicant; on behalf of Savannah Development, Ltd, owner; for approval of the Final Plat of Post Road Street Dedication Section 1; dedicating a 60 foot wide section of right of way for Post Road west of Hawthorne Village Drive on 2.070 acres of land, described to wit: Legal Description: A Subdivision of 2.070 acres of land situated in the A.B. Langerman Survey, Abstract 170, Fort Bend County, Texas General Location: North side of Post Road west of Hawthorne Village Drive. Planner Hustead presented the staff report with exhibits. Planner Hustead informed the commission that this final plat is in the ETJ and conforms to the requirements of the UDC. Commissioner Earles asked if this was a street widening. Planner Hustead confirmed that it is. No further discussion from Staff, P&Z Commission or Public input. PLAT 21-00007.Commissioner Boswell made a motion to approve, Commissioner Dansby seconded the motion. CONSIDERATION AND POSSIBLE ACTION — PRELIMINARY PLAT OF CHARLESTON HEIGHTS DETENTION RESERVE PLAT 21-00009 A request of John Camarillo, the applicant; on behalf of Charleston CMI Ltd., owner; for approval of the Preliminary Plat of Charleston Heights Detention Reserve on 25.38 acres of land located on the north side of State Highway 6 on the east side of the Brazoria / Fort Bend County Line. Legal Description: A Subdivision of 25.38 acres of land located in the A.B. Langerman Survey, Abstract 625 Brazoria County, Texas General Location: North of State Highway 6 on the east side of the Brazoria / Ft. Bend County Line. Planner Hustead presented the staff report with exhibits. Planner Hustead informed the commission that this preliminary plat is in the ETJ and conforms to the requirements of the UDC. PLAT 21-00009.Vice Chairperson Fuertes made a motion to approve, Commissioner Dansby seconded the motion. Motion passed 6-0 Deputy City Attorney Provins stated that the P&Z Commission could move forward with this item and there are no public speakers signed up to speak for or against this item. Chairperson Cade read into the record the items on Consideration and Possible Action — Preliminary Plat of Stewart Heights Section 21. PLAT 21-00006. CONSIDERATION AND POSSIBLE ACTION —PRELIMINARY PLAT OF STEWART HEIGHTS SECTION 21 PLAT 21-00006. A request of Zach Zarse, of LJA Engineering, the applicant; on behalf of Savannah Development, LTD., owner; for approval of the Final Plat of Stewart Heights Section 21 creating 66 single family lots, and 6 reserves on 15.834 acres of land located in Fort Bend County north of Post Road. Legal Description: A Subdivision of 15.834 acres of land situated in the A.B. Langermann Survey, Abstract 456, and the Manuel Escalera Survey, Abstract 170, Fort Bend County, Texas. General Location: North of County Road 58 and west of Savannah Parkway. Planner Hustead presented the staff report with exhibits. Planner Hustead informed the commission that this final plat is in the ETJ and conforms to the requirements of the UDC. No further discussion from Staff, P&Z Commission or Public input. Commissioner Boswell made a motion to approve, Commissioner Earles seconded the motion. Motion passed 7-0 DISCUSSION ITEMS 1. Discussion and Input on Pearland Prosperity Plan by Matt Buchanan of the Pearland Economic Development Corporation. 2. Discussion and Input on modifying the Joint Public Hearing/Special Meeting format for Planning and Zoning issues to one where public hearings are held separately, first before the Planning and Zoning Commission, and then City Council. 3. Commissioners Activity Report— Discussion on COVID-19 & vaccinations. 4. Next P&Z Regular Meeting — March 15, 2021. ADJOURNMENT Chairperson Cade adjourned the P&Z Regular meeting at 7:56 P.M.
