1999-07-26 P&Z JPH Meeting MinutesMINUTES - JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, TO BE HELD JULY 26, 1999, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. I. CALL TO ORDER The meeting was called to order at 6:41 PM. II. PURPOSE OF HEARING Discussion and consideration of an amendment to Section 22, entitled Signs of the Land Use and Urban Development Ordinance of said City. III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST City Attorney Darrin Coker passed out a copy of the draft ordinance. He explained that this new ordinance is being proposed because of problems arising from trying to enforce banners with the existing sign ordinance. He stated that he did not feel that the existing ordinance gave him the legal tools he needed to enforce banners. Mr. Coker explained the proposed ordinance. He stated that the ordinance proposes a $25.00 fee for a banner permit. He added that he is concerned with the additional work load that administering and enforcing banner permits and this ordinance will place on the Permit Department. Chief Building Official Gene Tumlinson suggested that a provision be added for the placement of the banners. He stated that this would be necessary to keep businesses from placing banners on fences, the back of buildings, etc. IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUESTS none V. COUNCIL /PLANNING COMMISSION /STAFF DISCUSSION Planning and Zoning Commissioner Emil Beltz asked if the proposed ordinance would address businesses located on a corner lot and which direction the signs could face. City Attorney Darrin Coker replied that this would be up to the preference of the Council. 1 Planning and Zoning Commissioner Todd locco asked if this ordinance also pertained to streamers. Mr. Coker stated that the existing sign ordinance addresses streamers. Councilmember William Berger asked if this ordinance affected the banners over the roadways. A discussion ensued about possibly stating an exemption for banners over the roadway in this proposed ordinance. City Secretary Young Lorfing explained that the banners over the roadway are regulated through his office. He stated that they must make application, supply a certificate of insurance and pay a fee for the City to install these banners. VI. ADJOURNMENT The Joint Public Hearing adjourned at 6:57 PM.
