I. CALL TO ORDER II. The Meeting was called to order at 7:50 p.m. Vice -Chairman Commissioner Commissioner Commissioner Director of Planning & Community Development Planning & Zoning Secretary with the following present: Tommy Scott Jack Mathis Emil Beltz Pat Lopez Dennis Smith Nelda Patterson Chairman Mary Starr and Commissioner Nghiem Doan were absent. NEW BUSINESS A. CONSIDERATION AND POSSIBLE ACTION — General Land Use Plan for Shadow Creek Ranch Request of owners for acceptance of General Land Use Plan on the following described properties, to wit: Legal Description: Being 3559 acres of land, more or less, located in the Dupuy and Roberts Survey, A-726, Brazoria Co.; J. Director of Planning and Community Development Dennis Smith stated that this was the first step in the process of the Shadow Creek Ranch project. Commissioner Pat Lopez made a motion, seconded by Commissioner Emil Beltz, to approve the General Land Use Plan for Shadow Creek Ranch. Motion to approve passed 4 to 0. B. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 420 Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development (SD) to General Business (GB) on the following described properties, to wit: Legal Description: Being 4.71 acre tract out of the HT & B RR Co. survey, sect 85, A-304, according to the plat records of Brazoria Co., TX Owner: Agent: Palm Properties P.O. Box 15221 Houston, Texas 77220 E. Mauris Hardcastle P.O. Box 846 Pearland, Texas 77584 Vice -Chairman Tommy Scott read the property description. Director of Planning and Community Development Dennis Smith stated that the driveway on the property map had been relocated. The five pad sites have been stacked to the east. The proposed zone change is compatible with the surrounding area. Commissioner Emil Beltz made a motion, seconded by Commissioner Pat Lopez, to approve Zone Change Application No. 420. The motion to approve passed 4 to 0. C. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 419 Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development (SD) to Commercial District (C) on the following described properties, to wit: Legal Description: A 4.16 acre tract out of the HT & B RR Co. survey, A-304, according to the Plat Records of Brazoria Co., TX Owner: Agent: Palm Properties P.O. Box 15221 Houston, Texas 77220 Hardcastle Real Estate E. Mauris Hardcastle P.O. Box 846 Pearland, Texas 77581 Vice -Chairman Tommy Scott read the property description. Director of Planning and Community Development Dennis Smith noted that this is the companion property to zone change application 420. The relocation of the driveway will be corrected when platted. Commissioner Emil Beltz made a motion, seconded by Commissioner Jack Mathis, to approve Zone Change Application No. 419. The motion to approve passed 4 to 0. D. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 505 Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development (SD) to Commercial District (C) on the following described property, to wit: Legal Description: Owner: Being 1.1404 acre tract out of a 2.27 acre tract out of Lot 9, the NE Vs of the SE 'A of Sect. 14, HT & B RR Co. survey, A-509, Plat Records of Brazoria CO., TX (6319 Cottonwood) David Wayne & Ivy Dale Wilson P.O. Box 1456 Pearland, Texas 77588 Vice -Chairman Tommy Scott read the property description. Director of Planning and Community Development Dennis Smith noted that this is an existing business. A mini storage facility and manufacturing facility are located near the property. Commissioner Pat Lopez made a motion, seconded by Commissioner Jack Mathis, to approve Zone Change Application No. 505. The motion to approve passed 4 to 0. E. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 495 Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development (SD) to Mobile Home District (MH) on the following described properties, to wit: Legal Description: Owner: Being tract 1 a 100' x 305' tract, tract 2 a 125' x 305' tract, & tract 3 a 100' x 305' tract, being approximately 4.6 acres out of Lot 8, & being the SE % of the NW ''A of the HT & B RR Co. Survey, Sect. 14, A-509, plat records of Brazoria Co., TX (6315 #1 Beckey Lane) D. Director of Planning and Community Development Dennis Smith stated that this is an existing Mobile Home Park meeting the criteria for a Mobile Home Park District set forth in the Land Use and Urban Development Ordinance. The park has five existing mobile homes and limits would refer to the density per ordinance. Commissioner Pat Lopez made a motion, seconded by Commission Jack Mathis, to approve Zone Change Application No. 495. The motion to approve passed 4 to 0. F. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 430 Request of owner for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development (SD) to Single Family Dwelling District (R-3) on the following described properties, to wit: Legal Description: Of a 27.3301 acre tract of land being Lot 48, Lot 58 and a part of Lot 49, of the Allision-Richey Gulf Coast Home Company Survey Division of Sect. 85, of the H.T. & B. RR Co. Survey, Owner: Agent: Abstract 304, Brazoria County, Texas. Being 79.5241 acres out of the John W. Commissioner Pat Lopez made a motion, seconded by Commissioner Emil Beltz, to approve Zone Change Application No. 419. The motion to approve passed 4 to 0. H. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 305, 333, 422, 461, 463, 473, 475, 479,480, 488, 508, 511 Commissioner Pat Lopez made a motion, seconded by Commissioner Jack Mathis, to consider the above listed R-1 Zone Change Applications as a group. Motion passed 4 to 0.
