OF THE CITY OF PEARLAND, TEXAS, HELD ON MONDAY, NOVEMBER 23, 1998,
IMMEDIATELY FOLLOWING THE JOINT PUBLIC HEARING, HELD IN THE SECOND
FLOOR CONFERENCE ROOM, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
I. CALL TO ORDER
The Planning and Zoning Commission Meeting was called to order at 7:20 p.m. with the
following present:

II. APPROVAL OF MINUTES
The minutes for the previous meetings of November 9, 1998 were presented for review and
approval.
Commissioner Nghiem Doan made a motion, seconded by Commissioner Jack Mathis, to
approve the minutes as presented.
Motion passed 3 to 0 with 1 abstention.
III. NEW BUSINESS
A. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 621
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from Classification Suburban Development (SD) to Single
Family Dwelling District (R-1 through R-4), Multi -Family District (MF), Office
Professional, Neighborhood Services District, Commercial, and Light Industrial (MF,
OP, NS, GB, C, M-1) and General Business (GB), Planned Unit Development (PUD)

has met with Gary Cook regarding the PUD.
Commissioner,Nghiem Doan made a motion, seconded by Commissioner Jack
Mathis, to approve the Planned Unit Development Zone Change Application No. 621.
Motion to approve passed 4 to 0.
B. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 546
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from Classification Suburban Development (SD) to Heavy
Industrial District (M-2) on the following described properties, to wit:
Legal Description: Lot 11 & 12, Bik. 9, Hickory Creek Place subdivision, according to
the plat records of Brazoria Co., TX (14221 Suburban Garden
Road.)

Chairperson Mary Starr read the property description.
Director of Planning and Community Development Dennis Smith noted that he has
reviewed the M-1 request and feels it is appropriate for the area. Mr. Smith feels that
a M-1 would be appropriate for other businesses that have been annexed and would
be acceptable to Council.
Discussion ensured regarding Commercial restrictions being two restrictive for the
area and a M-2 being more difficult to get approval. A M-1 with a Specific Use would
not be appropriate.
Commissioner Jack Mathis made a motion, seconded by Commissioner Nghiem
Doan, to approve Zone Change Application No. 546 for Light Industrial District (M-1).
Motion to approve passed 4 to 0.
C. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 503
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from Classification Commercial District (C) to Single Family
Dwelling District (R-3) and General Business (GB) on the following described
property, to wit:
Legal Description: Approximately 60 acres out of Sect. 12, H.T. & B. R. R. Co.

Director of Planning and Community Development Dennis Smith noted that Zone
Change Application 503 has been resubmitted with the provisions for a GB buffer
along Veteran Drive to meet concerns previously voiced.
No second was received for a motion made by Commissioner Jack Mathis to deny
the request.

In the absence of a secnd to the motion to deny, no recommendation is made to
Council.
D. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 492
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from Classification Single Family Dwelling District (R-4) to
Multi -Family Dwelling District (MF) on the following described property, to wit:

Director of Planning and Community Development Dennis Smith note that the request
if for straight multi -family zoning which historically poses problems due to the
absence of a PUD to guarantee the development.
The Commissioners agreed that development options for the property are limited.
Commissioner Emil Beltz made a motion, seconded by Commissioner Jack Mathis, to
deny Zone Change Application No. 493 for Multi -Family Dewlling District (MF).
Motion to deny passed 3 to 0 with 1 abstention.
E. CONSIDERATION AND POSSIBLE ACTION - Zoning Application No. 519
