1995-01-30 P&Z Meeting MinutesMINUTES OF A REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION, OF THE CITY OF PEARLAND, TEXAS, HELD MONDAY, JANUARY 30, 1995 AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Chairman Emil Beltz Vice Chairman Pat Lopez Commmissioner Kevin Cole Commissioner Marshall Eggers Commissioner Charles Philipp Commissioner Peggy Mayfield -Royer Division Director - Richard Burdine Planning, Public Works and Parks City Engineer John Hargrove Secretary to the Wendy Standoff Commission Commissioner Robert Larsen was absent. APPROVAL OF MINUTES: Minutes of January 23, 1995 A motion to approve the minutes of the 1 -23 -95 meeting, was made by Commissioner Charles Philipp, seconded by Commissioner Kevin Cole. Motion Passed 5 to 0. (Commissioner Marshall Eggers Abstained). NEW BUSINESS Landscape Plan Surelock Storage, 5804 W. Broadway. Division Director Richard Burdine stated the landscape plan meets the requirements of the ordinance and recommended approval as submitted. Vice Chairman Pat Lopez made the motion, seconded by Commissioner Marshall Eggers to approve fJ the landscape plan, as submitted, for Surelock Storage, 5804 W. Broadway. Motion Passed 6 to 0. Landscape Plan Pearland Auto Body, 1126 N. Main, Mr. Burdine stated the landscape plan meets the requirements of the ordinance and recommended approval as submitted. Commissioner Charles Philipp made the motion, seconded by Vice Chairman Pat Lopez, to approve the landscape plan, as submitted, for Pearland Auto Body, 1126 N. Main. Motion Passed 6 to 0. Preliminary Plat Crawford Subdivision. Mr. & Mrs. Crawford were present requesting the approval of the preliminary plat of Crawford Subdivision. City Engineer Hargrove stated the drainage plan has not been resubmitted or accepted at this time. He also has objects to the detention being at the front of the property. Hargrove recommended approval with the following corrections: I 1 14 1. Additional 10' water and sewer easement going onto the lot. 2. Approved drainage plan roust be provided before final plat approval. Commissioner Marshall Eggers made the motion, seconded by Commissioner Kevin Cole to approve the preliminary plat of Crawford Subdivision, with the corrections as specified by the city engineer. Motion Passed 6 to 0. Recommendation to City Council to aggressively pursue annexation of a 1000 foot strip of F.M. 518 West to Hwy 288 and a 1000 foot strip of Hwy 288 from Clear Creek to the southern most point in the extraterritorial jurisdiction. Commissioner Kevin Cole requested this agenda item. He stated the importance of "protecting the entrance" to our city. By annexing this corridor, code enforcement will be able to enforce City ordinances. Commissioner Eggers suggested annexation north of 518 at Garden Road to Brookside to include the industrial tax base that is located in this area. Vice Chairman Pat Lopez made the motion, seconded by Commissioner Peggy Mayfield -Royer to recommend to City Council to aggressively pursue annexation of a 1000 foot strip of F.M. 518 West to Hwy 288 and a 1000 foot strip of Hwy 288 from Clear Creek to the southern most point in the 2 extraterritorial jurisdiction. Motion Passed 6 to 0. Discussion of Proposed Changes to the Subdivision Ordinance, Mr. Burdine presented section "27.6 Private Streets" to the Commission and explained the changes shown. In section 27 -9, the letter "p" in the word plan in the 3rd sentence needs to be capitalized. In Exhibit A, section 1.2, insert Average Daily Traffic in front of ADT and put parenthesis around the initials (ADT). In Exhibit A, section 1.4, delete R -4 and M -F, and insert the word "and" between R -2 and R -3. In Exhibit A, section 1.5(2), spell out Texas Department of Transportation and delete the second "of . Next Meeting Date: Monday, February 13, 1995; 7:00 p.m..
