1991-04-16 P&Z Meeting Minutes- I MINUTES OF A SPECIAL MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON APRIL 16, 1991, AT 7:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND TEXAS The meeting was called to order with the following present: Chairman Commissioner Commissioner Commissioner City Secretary Al Lentz Helen Beckman Mary Starr James Garner Pat Jones Assistant to City Secretary Leslie Schroeder Commissioners Leroy Savoie, Pat Courtin and Benny Frank had excused absences. APPROVAL OF MINUTES Chairman Al Lentz asked for a postponement of approval of the minutes of the meeting of April 4, 1991, as there were not enough members present tonight who had attended the April 4th meeting. NEW BUSINESS PARTIAL AMENDED PLAT OF WOODCREEK SECTION 4, BEING A 0.5081 ACRE TRACT OF LAND, A PORTION OF WOODCREEK SECTION 4 AS RECORDED IN VOLUME 17, PAGE 327 AND 328 OF THE PLAT RECORDS OF BRAZORIA COUNTY, TEXAS OUT OF THE W.D.C. HALL LEAGUE, ABSTRACT 70. Staff representative Dick Qualtrough reported that all was in order on this plat. Al Lentz had several comments regarding the plat. He asked John Gardner, of Municipal Engineering, Inc., to check the spelling of Prairie Creek, and also to move the street name closer to the plat boundary. The Chairman remarked that Mrs. Carbone, co -owner of the property, signed the statements and had her signature notarized, but her name does not appear in the statement. Mr. Lentz asked that her name be added to the top of the statement. The Commission and staff discussed the old lot lines on the plat. It was decided to darken the line between the two proposed lots to distinguish between the old and new. James Garner mentioned that the attest signature from Coastal Banc Savings Association was signed by John D. Bird but Linda Frazier's signature appeared below the line. He asked that Linda Frazier's name be removed. It was moved by James Garner, seconded by Mary Starr, that the Partial Amended Plat of Woodcreek, Section IV, be approved based upon the following stipulations: 1. To check the spelling of Prairie Creek, and move the street name closer to the plat boundary. 2. Add Mrs. Carbone's name into the contents of the state- ment. 3. Darken the line between the two proposed lots. 4. Remove Linda Frazier's signature from the mylar. Motion passed unanimously. The Commission conferred regarding the Hickory Creek Estates subdivision going in on Country Road 403. It was determined that the subdivision is outside of the city limits therefore being out of their jurisdiction. The Chairman mentioned the Friendswood Planning & Zoning Commis- sion had been in contact with him. They are interested in a joint meeting with Pearland to discuss areas that abut their jurisdiction.
