PEARLAND, TEXAS, HELD ON OCTOBER 30, 1989, IMMEDIATELY FOLLOWING THE JOINT PUBLIC
HEARING, IN THE CAIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The meeting was called to order with the following present:
Chairman Al Lentz
Vice Chairman Leroy Savoie
Commissioner Clyde Starns
Commissioner James Garner
Commissioner Helen Beckman
Commissioner Mary Starr
Building Official Ernesto Buenrostro
Assistant City Secretary Pat Vaught
Absent: Commissioner Benny Frank had an excused absence.
APPROVAL OF MINUTES
It was moved by Clyde Starns, seconded by Mary Starr, that the minutes of the Meeting
of October 3, 1989, be approved as submitted.
Motion passed 4 to 0, with Al Lentz and James Garner abstaining.
NEW BUSINESS
SP-18, REQUEST OF LARRY J. BELLMYER, AGENT FOR JOHN N. LOOMIS, M. D., LOOMIS
INTERNATIONAL, INC., OWNER, FOR A SPECIFIC USE PERMIT FOR AGRICULTURAL ANIMAL
HUSBANDRY IN AN R-3 iIT ENTIAL ZONING DISTRICT ON PROPERTY LOCATED ON BELLMAR S'T1u a'
The Commission discussed available acreage, grazing requirements, the 150' setback
requirement from residences, existing and proposed fencing and mowing and maintenance
of the area. The Commission also discussed future growth of the area as it pertains
to the subdivisions of Riverwalk, Sunset Meadows (formerly Nasawood) and
Friendswood's AnnaLee-Whitehall.
The Commission discussed the problem of continued vandalism in the area with Mr.
Be l lmyer who stated he intends to erect gates which will discourage this type of
activity.
It was moved by Helen Beckman, seconded by James Garner, that the Commission
recommend to Council that SP-18 be approved with the following stipulations: 1) that
the permit be granted for cattle only; 2) that no more than 15 head of cattle be
allowed on the acreage shown on the application, 3) that all ordinances be complied
with; and 4) that the 150' fencing setback requirement from residences be adhered to
with regard to the subdivisions of Riverwalk, Friendswood's AnnaLee-Whitehall and any
future development in Sunset Meadows.
In discussion, it was suggested the motion be amended to require the quarterly mowing
of the barrier strip between the 150' fence requirement and the residential fences.
The maker and the seconder of the motion agreed to so amend.
In further discussion, Commissioner Clyde Stares suggested the motion be amended to
require a 200' fencing setback requirement rather than 150'.
The maker and the seconder of the motion so agreed.
Motion passed 5 to 1, with James Garner voting against.

The meeting adjourned at 8:53 P. M.
