1988-11-12 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, November 12, 1988, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman George Triebel Jr.
with the following present: Inez Farmer, Larry Juull, Tootie
McComb, Bob Pond, James Skipper, Claude Stegall, Parks Director
Barry Lastik and Councilman Billy Wolff.
The minutes of the previous meeting were reviewed and approved on
the motion of Larry Juull, seconded by Tootie McComb, and the
vote of the Board.
George ask the Board to consider a special request from American
Business Women Association (ABWA) to waiver the fees for the use
of the Community Center, in the Spring of 1989, for their annual
Bridal Fair which is a fund raiser for the ABWA Pearland
Scholarship Awards. James Skipper, seconded by Larry Juull,
moved to grant this special request except for the cleaning
deposit. The motion carried, Inez Farmer abstained.
During old business Barry reported that in his capacity as Parks
Director had been presented the Pearland Pride Award for
Continuous Sustained Support from Clean Pearland. He gave credit
to his department personnel.
Barry invited the Board to attend the second annual Health Fair
today. Pattie Bates has been organizing it.
Inez Farmer moved to award Popeyes Famous Fried Chicken the
November Beautification Award. Larry Juull seconded the motion
and the motion carried.
During new business Barry reported on the various department
activities. Evaluation of the cost to perform some electrical
work in Independence Park on bids or by the City is underway.
The Wildflower Seminar stressed the individual garden concept.
There was considerable discussion about the Community Center
Nonresident rental fee and proof of residency. There were no
motions to change existing policies. Proof of residency may be
in the form of drivers license or City billing.
Claude Stegall moved to table a discussion, on rental of small
rooms only at the Community Center for private parties during
non -business hours, until Barry presented a recommendation.
James Skipper seconded the motion and the motion carried.
James Skipper moved that the Board continue to support the policy
of prohibiting golfing activities in Independence Park. Claude
Stegall seconded the motion and the motion carried.

During open discussion Billy Wolff redommend that when the
Community Center is to be used for elections (especially the
first Tuesday after the first Monday in November) no other
activities should be scheduled. This would reduce the
congestion.
Bob Pond requested the "No Glass Containers Allowed in the Park"
signs be reinstalled on the softball field fence near the
spectator bleachers.
The next meeting will be held December 10, 1988.
Larry Juull moved to adjourn. The motion was seconded by Claude
Stegall. The meeting adjourned.
