1988-12-10 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES Minutes of the monthly meeting of the Pearland Parks, Recreation and Beautification Board held Saturday, December 10, 1988, at the Pearland Community Center, 3523 Liberty Drive, Pearland Texas. The meeting was called to order by Chairman George Triebel Jr. with the following present: Inez Farmer, Larry Juull, Tootie McComb, Bob Pond, James Skipper, Parks Director Barry Lastik and Councilman Billy Wolff. Barry reported that Claude Stegall would not be present. The minutes of the previous meeting were reviewed and approved on the motion of Larry Juull, seconded by Inez Farmer, and the vote of the Board. George presented the November 1988 Beautification Award to Manager Kathy Butaud, Greg Lacy, Jose Tellez and Kevin Jolivet of Popeyes Famous Fried Chicken. During old business Barry reported that the "No Glass Containers Allowed in the Park" signs have been reproduced and are scheduled for reinstallation on the softball field fence near the spectator bleachers. Attendance was down at the second annual Health Fair due to other events in the City. The people who attended the Fair commented favorably. In order to maintain the current rental rate of the small rooms in the Community Center, Barry recommended rental be restricted to normal business hours unless there is a function scheduled for the large room at the same time. Larry Juull made a motion to accept the directors recommended policy change for rental of the small rooms in the Community Center. Inez Farmer seconded the motion and the motion carried. During new business Barry reported on the various department activities. The majority of the efforts were toward installing Christmas decorations and maintenance projects in Independence Park. Barry indicated the City Council requested a Parks usage policy and fee structure review. He presented the current Parks usage policy and fee structure along with justification. Larry Juull moved to continue the current Park usage policy and fee structure, that the Board review all Parks usage policies and fee structures every six months and the response to the review request by City Council be forwarded. The motion was seconded by James Skipper and the motion carried. Page 1 of 2 George ask the Board to consider a special request. The American Business Women Association (ABWA) Peartree Chapter requested that fees be wavered for the use' of the Community Center, April 1, 1989, for their Las Vegas night which is a fund raiser for the ABWA Pearland Scholarship Awards. Larry Juull, seconded by Tootie McComb, moved to grant this special request except for the cleaning deposit and that the ABWA comply with all restrictions concerning alcohol (permit and security required). The motion carried. A second special request from the Pearland and surrounding YMCA's was considered. They requested the private use of the swimming pool at a reduced rate, June 24 and 25, 1989, from 6:30 a.m. until 2:00 p.m. Larry Juull, seconded by Tootie McComb, moved to grant this special request with the rental fee being $75 per day. The motion carried. During open discussion Monty Stanley director of Alvin Parks Department made a presentation regarding the 1989 Special Olympics Spring Games and requested the support of the Board. Larry Juull made a motion to table any action until the next meeting so the Board would have time to study the presented material. Tootie McComb seconded the motion and the motion carried. Billy Wolff suggested we consider a special event in Independence Parks such as ice skating. He informed us there is a company in Pearland who leases large portable refrigeration equipment. A motion by Tootie McComb, seconded by Larry Juull, for Barry to investigate the possibility of providing a special event such as Ice Skating. The motion carried.
