1989-02-11 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, February 11, 1989, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Pro Tem Larry Juull
with the following present: Inez Farmer, Tootie McComb, Bob
Pond, James Skipper, Claude Stegall, Parks Director Barry Lastik
and Councilman Billy Wolff. Barry reported that George Treibel
would not be present.
The minutes of the previous meeting were reviewed and approved on
the motion of Claude Stegall, seconded by Inez Farmer, and the
vote of the Board.
Barry.introduced Monty Stanley of the Alvin Parks Department who
is hosting the Special Olympics Area 22 1989 Spring Games from 9
a.m. until 6 p.m. on Saturday April 22, 1989. We are to meet at
8:30 a.m. in Alvin's gymnasium 3 and will assist with directions
and information at registration table until 2:00 p.m.
Registration begins at 1:00 p.m. on Friday 21st. A welcoming
dinner dance will be held at 6:30 Friday at the Junior High.
Representatives Dave Gilkenson and Richard Grimes of the Jaycees
gave a presentation on their organization and potential benefits
to the parks and community as a whole. They requested the
support of the Parks Board and the community in their
organizational efforts.
A motion by Claude Stegall to allow the Jaycees to use a
Community Center meeting room, during regularly scheduled open
hours, without fees, to start their organizing efforts with the
understanding they will make other arrangements when they are
organized. The motion was seconded by James Skipper and the
motion carried.
The playground unit to be installed on City property on Parkview
Street has arrived and will be installed by manufacture in the
near. future. Council will consider naming the property Aaron
Pasternak Park at their next meeting.
Barry and Tootie attended a meeting of citizens sponsoring the
development of hike and bike trails in Pearland. Billy Wolff
suggested the citizens group inform the Council of their plans
and that they request a liaison be appointed.
Claude Stegall made a motion that Billy Wolff approach the
Brazoria County Drainage District No. 4 representatives
requesting a four foot walkway attached on the down stream side
of the existing bridge going into Independence Park. James
Skipper seconded the motion and the motion carried.

A motion by Claude Stegall, seconded Eby Tootie McComb, to
maintain the existing Independence Park usage fee structure and
that it be reviewed at the August 1989 meeting. The motion
carried three to two.
Barry reported that no meetings have been scheduled by Clean
Pearland regarding the Beautification Projects they are
sponsoring but that some efforts are moving forward.
During new business Barry reported on the various department
activities. The majority of the efforts were toward installing
picnic table covers in the various parks with some mowing around
city buildings.
Barry and Tootie indicated that additional 'security and safety
patrols are required in Independence Park.
The next meeting will be held March 25, 1989 at 8:00 a.m.
The annual Easter Egg hunt in Independence Park will be held
March 25, 1989 at 10:00 a.m.
There were no nominations for beautification awards this month.
Claude Stegall moved to adjourn. The motion was seconded by
Tootie McComb. The meeting adjourned.
