1989-04-08 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, April 8, 1989, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman George Treibel with
the following present: Inez Farmer, Larry Juull, Tootie McComb,
Bob Pond, James Skipper, Claude Stegall and Parks Director Barry
Lastik and Councilman Billy Wolff.
The minutes of the previous meeting stand approved as printed.
Jogee Snyder addressed the Board requesting the use of the
Community Center rooms A and B for a sixth grade promotion party.
She ask that the rental fees be wavered.
Monty Stanley of Alvin Parks Department addressed the Board and
gave directions to the 1989 Spring Special Olympic Games. The
Board will support the registration and meet at 7:45 a.m. April
22 at the Pearland Community Center
The Board discussed the 1989 Easter Egg Hunt. The hunt was
successful with the exception of one group starting early when
the fire truck siren sounded and mothers helping (as usual).
During new business Barry reported on the various department
activities. The majority of the efforts were toward maintaining
the softball field, mowing, repairing the bus stop on Grand
Blvd., and delivering garbage bags.
A motion was made by Larry Juull, seconded by Inez Farmer, to
deny the special request by Jogee Snyder of the sixth grade
parents for use of the Community Center with a waiver of fees.
The rental fee will be at the reduced rate of $150 and the usual
cleaning deposits. The motion carried with one no.
Larry Juull made a motion that a recommendation to Council be
prepared abolishing the exemption of fees for the use of the
Community Center on Friday night, Saturday and Sunday. Tootie
McComb seconded the motion. James Skipper made a motion to amend
the original motion to apply to classifications 3, 4 and 5 only.
This motion died for a lack of second. The original motion
carried unanimously.
During open discussion Billy Wolff reported there was no
information on the walk bridge across Mary's creek into
Independence Park. It has been referred to the Brazoria County
Drainage District No. 4 for action. There is room along the east
side of Liberty Drive to accommodate a side walk.

Barry reported that he has been very busy,and that no action has
been taken to recommend to Council that the Grand Blvd. Activity
Center building be named in honor of Melvin Knapp.
The Parks Dept. will need some additional workers to assist
park maintenance this summer.
There have been no additional security patrols in Independence
Park. Possible solutions voiced by the Board included; one-way
traffic, special walking track around the Park inside or outside
the road, mounted patrol, City Marshal Officer to be used in Park
and speed bumps.
A motion by Claude Stegall, seconded by James Skipper to prepare
a recommendation to Council that they consider establishing one-
way traffic in Independence Park to the right as you enter the
Park. The motion carried.
The Board requested that Barry develop a plan for a hike and bike
trail to connect with the walk bridge into Independence Park,
proceed around the Park and connect with the High School property
including access gates with posted hours of operation.
Tootie McComb brought to the attention of the Board how well the
Aaron Pasternak Park playground equipment is being used. Billy
Wolff indicated an individual was willing to donate a suitable
sign for this park if he was supplied with the words.
The next meeting will be May 13, 1989.
There were no nominations for beautification awards this month.
Larry Juull moved to adjourn. The motion was seconded by Tootie
McComb. The meeting adjourned.
