The preliminary engineering study and report will meet the requirements of the TCEQ outlined in TAC Chapter 317, Design Criteria for Sewerage Systems. Carter& Burgess will provide the following scope of work for the preliminary engineering study and the PER. • SWEC WWTP Expansion A. Service area/ project description. 1. Develop a project description. 2. Determine the service area boundaries and population to be served: present and future. 3. Determine population equivalents and future wastewater average daily flows. 4. Determine the type of wastewater to be treated in the expansion: percentage of domestic, commercial, and industrial. 5. Determine the existing and future influent wastewater parameters (BOD, TSS, NH3-N). B. Collection Svstem/Onsite Lift Station 1. Evaluate the onsite LS and determine how the structure and equipment can be expanded to handle the increased flow. 2. Determine the effect of existing Ill, and project future Ill effects on the plant. 3. Determine if the existing collection system can deliver the expansion flow to the plant. C. Wastewater Treatment Plant 1. Review existing data and determine future design and peak flows. 2. Review available information on the existing WWTP. (Determine the location of piping and electrical duct banks and conduit.) Determine if the existing facility has excess electrical capacity). 3. Determine the size of the plant expansion needed to handle the expected future flows. 4. Complete the process calculations for the WWTP expansion: required basin volumes, required aeration system, required equipment throughput, required equipment upgrades, etc. 5. Prepare a Process Flow Diagram for the WWTP expansion. 6. Prepare a preliminary site plan for the WWTP expansion: basins, equipment pads, buildings, roads, sidewalks, parking, paved areas, drainage, buffer zones, etc. 7. Outline information on the receiving stream. 8. Determine the information on the site elevation and the 100-year flood plain in the Pearland area. 9. Prepare a preliminary hydraulic profile for the WWTP expansion. (Identify any potential modifications that may be required due to the hydraulic profile.) D. Sludge Management 1. Determine the existing and future sludge quantities to be handled by the WWTP expansion. 2. Determine if the existing sludge facilities will require an upgrade during the WWTP expansion. 3. Determine the additional digester volume required. E. Control of Bypassing 1. Discuss the design features of the WWTP expansion to eliminate bypassing. F. Cost Estimate 1. Develop a preliminary cost estimate for the capital cost of the WWTP expansion. G. Bid Package Determination 1. Develop a preliminary evaluation of the possible bid packages (1-Phase vs. 2-Phase)for the WWTP expansion. Barry Rose WWTP UV Disinfection Upgrade A. Service area/ protect description. 1. Develop a project description. 2. Determine the service area boundaries and population to be served: present and future. 3. Determine population equivalents and future wastewater average daily flows. 4. Determine if the disinfection upgrade should treat current permitted flow or future flow (extra channel). B. Wastewater Treatment Plant 1. Review available information on the existing WWTP. (Determine the location of piping and electrical duct banks and conduit. Determine if the existing facility already has the electrical capacity to handle the UV system.) 2. Complete any process calculations for the WWTP UV upgrade: required basin volumes, required equipment throughput, required equipment • upgrades, etc. 3. Prepare a preliminary site plan for the WWTP UV upgrade: channels, cover structures, equipment pads, pipeline routing, sidewalks, drainage, buffer zones, etc. - 5. Outline information on the receiving stream. 6. Determine the information on the site elevation and the 100-year flood plain in the Pearland area. 7. Prepare a preliminary hydraulic profile for the WWTP UV upgrade. C. Cost Estimate 1. Develop a preliminary cost estimate for the capital cost of the WWTP UV upgrade. III. Longwood WWTP UV Disinfection Upgrade A. Service area/ project description. 3. Develop a project description. 4.
