R2006-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ENTER INTO A CONTRACT WITH RANDALL PORTEFIELD ARCHITECTS TO ASSIST IN THE PROCUREMENT OF A NEW ROOF FOR THE POLICE DEPARTMENT BUILDING USING THE TEXAS MULTIPLE AWARD SCHEDULES ("TXMAS") BIDDING PROCESS. • BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager or his designee enter into a contract with Randal Portefield Architects to assist in the procurement of a new roof for the police department building using the Texas Multiple Award Schedules ("TXMAS) bidding process. July 7, 2006 SUBJECT: ROOF SURVEY FOR CITY OF PEARLAND POLICE DEPARTMENT The enclosed report is based on our recent inspection of the subject facility. Its purpose is to identify problem areas on the subject roof areas, and recommend solutions to these problems. In addition, the potential effect each condition can have on the facility has been described. The roof area survey included: A. Interior and exterior examination of roof-related sheet metal, parapets, copings, flashings, roof mat, deck system, and penetrations and/or projections through the roof system. B. Cross-section analysis of core samples of the roof membrane. C. Analysis of insulation and top side of deck system. D. Moisture meter readings of insulation and/or membrane as required. E. Bitumen chemical analysis. F. Establishment of roof priorities if applicable. G. Analysis of waterproofing requirements. CITY OF PEARLAND POLICE DEPARTMENT, PEARLAND, TX PAGE 3 PART 2-RECOMMENDATIONS 2.01 Recommended Procedures: As the budget allows total replacement should be considered; otherwise, if budget is limited, then the areas with leakage should be reworked form the base sheet up until the budget will accommodate the replacement. All of the piping should be placed on rollers to allow for expansion and contraction of the system. At the time of reroofing the HVAC exposed ductwork should be coated to ensure no moisture is allowed into the HVAC system and/or into the building below. 2.02 Design Criteria: 2.02.1 ASCE 7 Guidelines and Factory Mutual wind uplift guidelines for roofing field. 2.02.2 ANSI/SPRI Test RE-1, RE-2 and ES-1 for metal edge. 2.02.3 ANSI/SPRI Test RE-3 and ES-1 for coping. 2.02.4 Underwriters Laboratory Class A fire rating. 2.02.5 International Building Code guidelines. 2.02.6 International Energy Code. 2.02.7 Roof Assembly System: a. Impervious to ponding water. b. Elastomeric in nature to accommodate building movement and stresses on all flashing surfaces. c. Highly resistant to damage from foot traffic of maintenance personnel. d. Designed for minimal low maintenance. Long-term maintenance burden is known and can be reasonably budgeted. e. Resistant to mechanical damage, particularly in the areas around the air-handling units and vents. f. Easily and securely flashed and made watertight if the addition of new equipment requires penetration of the membrane and/or decking. g. Unaffected by chemicals, oils and ultraviolet light. h. Waterproofing integrity unaffected by moisture from any source. i. Readily repairable if damaged. j. Warranted by a reputable manufacturer. •2.03 Required Design Chanqes: 2.03.1 Utilize factory finished galvanized metal for exposed metal to preclude the possibility of corrosion and minimize long-term maintenance. 2.03.2 Utilize roofing materials which do not contain asbestos. 2.03.3 Remove any projections through the roof which are not being used. 2.03.4 Ensure that the proper support is provided for the rooftop air handler units. 2.03.5 Consider the feasibility of upgrading insulation "R" values to reduce power usage. 2.03.6 Design perimeter edge detail to move water to the scuppers and away from the edge metal and stripping plies. CITY OF PEARLAND POLICE DEPARTMENT, PEARLAND, TX PAGE 5 PART 3 -BUDGETING ESTIMATES The cost models are generated by a consideration of many issues: access, height, details and penetrations, flashings, removal and disposal, design changes and historical records of other quantifiable data. TOTAL PROJECT BUDGETING ESTIMATES Emergency Leak Repairs Budget Estimate $ 10,000 Reroofing Budget Estimate $ 140,000 Contingency $ 10,000 TOTAL PROJECT BUDGET ESTIMATE $ 160,000 If reroofing takes place immediately, then the emergency repair budget will not be needed. The cost data provided above is based upon current dollars, and should be an accurate system comparison for budgeting the actual project cost. No allowance has been made for possible inflation, deck replacement, or other contingencies.
