1989-01-13 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, January 13, 1989, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Pro-tem Larry Juull
with the following present: Inez Farmer, Tootie McComb, Bob
Pond, James Skipper, Claude Stegall, Parks Superintendent Barry
Lastik and Council Liaison Billy Wolff. Barry reported that
George Triebel would be absent.
Continuing beautification awards were presented to Windmill
Apartments and First National Bank. A representative from
Windmill Apartments was present to accept the award. Members of
the local press were present to photograph the presentation.
The minutes of the previous meeting stand approved on the motion
of Claude Stegall and second of Tootie McComb.
Larry recognized Deloris Fenwick who invited the Board to attend
a Clean America training session Wednesday January 17, 1990 from
8:00-12:00 at a local restaurant.
During old business Tootie McComb introduced Jim Sedillia the
current chairman of Clean Pearland's hike and bike committee.
They have not yet had any meetings. He thought there may be
three defined phases 1) sidewalk from the community center into
and around Independence Park, 2) connection of High School and
Independence Park, 3) connection of YMCA to Independence Park and
some future connection from the west side to the east side of
Pearland.
James Skipper outlined the projects to which the Board is
devoting efforts and could be regarding as part of the Pearland
Hike and Bike Trail system, the order of priority and
responsibilities. 1) sidewalk along Liberty Drive into
Independence Park by City 2) pathway within Independence Park by
Parks Department 3) footpath bridge into Independence Park by
Drainage District.
Billy Wolff reported that he met with Brazoria County Drainage
District No. 4 commissioners about the foot bridge across Mary's
creek into Independence Park. They will not proceed until they
see some progress on the Pearland Hike and Bike trail. He also
reported that the City had made no progress towards acquiring
Right -Of -Way on the Private School property near Independence
Park. He suggested to Jim Sedillia that his committee consider
using the donated funds to buy a piece of equipment that could be
used to build trails using asphalt.
Barry reported that he was developing a plan for the trail within
Independence Park and that this plan may not use the road as a
trail but if it was to be used he would consider using a white
stripe on the road to separate pedestrians and vehicle traffic.

A motion by James Skipper, recommending to City Council that the
concrete sidewalk at Shady Bend be extended along Liberty Drive
to Independence Park or as far as it can be built toward the Park
providing safe access especially for the children using the Park,
was seconded by Claude Stegall and carried unanimously.
During new business Barry reported on the various department
activities. The majority of the efforts were toward replacing the
playground equipment in the Rotary section of Independence Park.
Barry showed the Board his plans for the basketball court in
McLean Park which will be built such that it can be used as part
of the pavilion when it is completed per the McLean Park master
plan.
Barry outlined a special request from a local representative of
the Boy Scouts of America for the use of Independence Park of a
overnight Jamboree with about 200 scouts scheduled for March
23 through 25, 1990. The Board requested that Barry work out
some security details and took no action.
No new information is available on the enlargement of the Melvin
Knapp Activity Center which is currently used by the senior
citizens or the abolishment of waiver of fees for the Community
Center on weekends.
There were no nominations for beautification awards this month.
The next meeting will be held February 10, 1990.
Claude Stegall moved to adjourn. The motion was seconded by
James Skipper.
