1990-03-10 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, March 10, 1990, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman George Triebel with
the following present: Inez Farmer, Larry Juull, Tootie McComb,
Bob Pond, James Skipper, Claude Stegall, Parks Superintendent
Barry Lastik and Council Liaison Billy Wolff.
A representative of Anchor Plaza was present to accept a
continuing beautification efforts award. The local press was
present to photograph the presentation. The City of Pearland
will receive their award at the next Council Meeting.
The minutes of the previous meeting stand approved on the motion
of Larry Juull and second of Bob Pond.
Pam Francis of the Pearland Jaycees addressed the Board regarding
the use of Independence Park in September for their Founders Day
Celebration. George requested that they include the Chairman
Program Guide with the application and written special request.
She was provided a application including conditions of rental.
The Board took no action.
During old business Barry reported that the monument at Sonny
Tobias was raised. A contractor has been selected to build the
McLean Park basketball courts. No action has been taken
regarding the expansion of the Melvin Knapp Activity Building.
Billy Wolff indicated a special request may be forthcoming to use
the Melvin Knapp Activity Building for a seniors group fund
raiser.
No meeting was held this month by the Hike and Bike committee.
Efforts by the City are under way to acquire right-of-way to the
oversized lot next to the private school on Liberty Drive.
During new business Barry reported on the various department
activities. The majority of the efforts were toward preparing
the softball field for the Pearland High School Girls Softball
season and lawn maintenance around the City buildings.
During open discussion Barry reported that he had prepared a bid
package for a new swimming pool water filter system to be
presented for Council consideration.
Three projects were selected by the State on which the
beautification grant will be used. 1) the triangle at Walnut and
West Broadway 2) the triangle at Cherry and West Broadway 3) red
buds and pear trees along East Broadway from Westminister to
Woodcreek Drive.

Tootie McComb informed the Board that her husband was running for
Mayor and that she is in compliance with the Nepotism rules as
specified in the City charter, but she would step down from the
Parks Board during the campaign if the Board so desired.
Larry Juull moved that Tootie continue to participate as a member
of the Parks Board. The motion was seconded by Inez Farmer and
the motion carried.
James Skipper reported that he had been approached to initiate an
adopt a tree program with emphasis on Independence Park.
No new information is available on the abolishment of waiver of
fees for the Community Center on weekends.
There were two nominations for beautification awards this month.
They were Popeye's Famous Chicken and Captain D's Seafood.
The next meeting will be held April 14, 1990 at 8:00 a.m. after
which the Board will participate in the Easter Egg Hunt.
James Skipper moved to adjourn. The motion was seconded by
Larry Juull.
