1990-05-12 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES Minutes of the monthly meeting of the Pearland Parks, Recreation and Beautification Board held Saturday, 'May 12, 1990, at the Pearland Community Center, 3523 Liberty Drive, Pearland Texas. The meeting was called to order by Chairman George Triebel with the following present: Inez Farmer, Larry Juull, Tootie McComb, Bob Pond, James Skipper, Claude Stegall, Parks Superintendent Barry Lastik, Councilman D.A. Miller and Council Liaison Billy Wolff. A representative of Popeye's Famous Fried Chicken was present to accept the May beautification award. The local press was present to photograph the presentation. The minutes of the previous meeting stand approved with the correction of the spelling of McLean Park on the motion of Larry Juull and second of Bob Pond. During old business Barry reported that the Independence Park pool filter system will be ready for opening on June 2 and the McLean basketball court is ready to pour. The Melvin Knapp Activity Center building will be expanded to the North on property donated to the city. The building addition bid package will go out as soon as the financing method has been defined. No meeting was held this month by the Hike and Bike committee. Efforts by the City are under way to acquire right-of-way to the oversized lot next to the private school on Liberty Drive. Barry and George indicated the staff did an excellent job in Barry's absence. During new business Barry reported on the various department activities. Vita Moore reported on some of the many activities associated with operating the Community Center and the recreation programs. During open discussion Barry reported that Helen Pasternak had donated $2000 toward development of the Aaron Pasternak Neighborhood Park. Barry suggested a sidewalk, water fountain and picnic tables might be considered. A letter of appreciation was forwarded to Mrs. Pasternak. Tootie suggested that a method to recognize individuals and businesses who have donated to the Parks be developed. Billy Wolff suggested if a complete list could be developed and forwarded to Council for appropriate action. Steve Wynn of the Parks Dept. staff, reported that even with uniformed security provided by the renters, alcohol continued to cause problems during some of the rental functions at the Community Center. Some suggestions to evaluate were: Page 1 of 2 1. Provide more police. 2. Police to be paid by the Dept. 3. Police to be present during time alcohol is served and all participants leave. James Skipper requested the topic be tabled until next meeting during which time the staff would develop a recommendation. D.A. Miller suggested the Board consider the neighborhood parks along with McLean Park when the capital improvements budget is developed. Barry expressed concerns about what kind of development should be planned for Corrigan neighborhood parks. It was suggested that some kind of coordinated effort with PISD might be in order. Tootie suggested replacing the bushes damaged during the winter freeze in Independence Park. This goes along with James Skipper's report, in a previous meeting, that he had been approached to initiate an adopt a tree program with emphasis on Independence Park. D.A. suggested we might try developing a shrubbery nursery. Billy Wolff suggested that an artillery piece might be appropriate at the entrance to Independence park. No new information is available on the abolishment of waiver of fees for the Community Center on weekends. Captain D's will be presented with the June beautification award.
