1990-06-16 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, June 16 1990, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman George Triebel with
the following present: Inez Farmer, Larry Juull., Tootie McComb,
Bob Pond, Claude Stegall, Parks Superintendent Barry Lastik,
Councilman D.A. Miller and Council Liaison Billy Wolff. James
Skipper was absent.
A representative of Captain D's was not present to accept the
June beautification award. The local press was present to
photograph the presentation.
The minutes of the previous meeting stand approved on the motion
of Larry Juull and second of Claude Stegall.
During Citizens to speak, Marsha Ebeling and Glenn Stanford of
the Corrigan Subdivision Civic Club addressed the Board regarding
Corrigan North, Sonny Tobias and McLean Parks. They requested
the replacement of the large play ground equipment in Corrigan
North, which had to be removed due to rotting, nearer the park
entrance and the installation of a fence around the perimeter of
Corrigan North to provide security from vandals approaching from
the rear. They also requested an asphalt road be installed in
McLean Park.
Barry informed the speakers that a line item in the FY-91 Parks
budget to replace the equipment in Corrigan North had been
requested. Both Inez and George indicated that in a previous
meeting the Board had expressed concerns that the equipment may
not be used in the present location and it has requested that
PISD be contacted for installation on school property. Barry
said that McLean Park is being developed according to a master
plan and the roads in that plan are made of asphalt.
During old business Barry reported that the Independence Park
pool filter system was completed, the pool opened as scheduled
and usage is up from last year. The McLean basketball court
was poured, lighting installed and the back boards will be
installed when the City makes the final inspection. The Melvin
Knapp Activity Center expansion architecture is almost complete
and the bid package will go out as soon as the financing method
has been defined. No meeting was held this month by the Hike and
Bike committee. Efforts by the City to acquire the right-of-way
required to build a sidewalk from the Community Center to
Independence Park are continuing. The sidewalk in front of
Pasternak Park is being handled by the City Manager.
Development of Pasternak Park using donated funds in under way
with the picnic tables on hand and the water fountain on order.
Bob Pond requested the topic of Community Center rental where

alcohol is present be tabled until next meeting during which time
the staff would develop a recommendation.
During new business Barry reported on the various department
activities. The majority of the effort were on mowing, swimming
pool maintenance, basketball court installation in McLean and
the installation of the Softball Field Score Board donated by
HEB.
The Council requested the Department look into applying for a
State Grant to develop McLean Park. If the request is received
by the State before January 1991 they will take action in July
1991.
During open discussion Barry presented his FY-91 Capital
Improvements Budget request. Items were discussed and the Board
requested additional moneys be requested for development in
McLean Park.
Tootie requested water be installed on the flag pole 'berm in
Independence Park to allow development of new plants in that
area. She also expressed concerns about double booking of the
Community Center upsetting citizens. Barry explained the
recent situation to her satisfaction. Tootie reported that
several seniors spoke highly of Maxine White recently.
Several citizens reported to Bob Pond how much they enjoyed the
car shows held in Independence Park. He suggested we continue to
cooperate with such organizations in the future. He is surveying
the Clear Creek and Twin Creeks residents about the neighborhood
park.
No new information is available on the abolishment of waiver of
fees for the Community Center on weekends.
St. Stephen Lutheran Church will be presented with the July
beautification award.
Barry is considering some appropriate method to thank Reta Absher
for her continued contribution to the beautification of the City.
The next meeting will be held July 14, 1990 at 9:00 a.m.
Bob Pond requested that D.A. Miller be included on the mailing
list for the Parks Board minutes and meeting notice.
Claude Stegall moved to adjourn. The motion was seconded by Inez
Farmer and the meeting adjourned.
