1990-08-11 PARKS, RECREATON AND BEAUTIFICATION BOARD MINUTESMINUTES
Minutes Qf the monthly meeting pf the Pearland Parka, Recreation
and Beautification Board held Saturday, August 11. 1990, at the
Pearland Community Center, 3523 Liberty Drive. Rearland Texas.
The meeting was called to order by Cha4sman George Triebel with
Inez Farmer, Larry Juull, Tootie McComb#,.:=4Bob Pond, James Skipper,
Claude Stegall, Parks Superintendent Barry Lastik, Councilman
D.A. Miller and Council Liaison Billy WoUf present.
The minutes of the previous meetin% stand approved on the motion
of Tootie McComb and second of L+arry-Juall.
During old business Barry Lastik reported that the McLean
basketball court lighting, was working properly, the weeds and
tree limbs were removed from around the court and that he is
putting a priority on fixing -the grade on the,west side of the
court level with tom. slab. He is considering installing some
method to block cars from getting onto the court.
Development of Pasternak Park using donated funds is under way
with the picnic tables and the water fountain installed. Tootie
requested a picture of the fountain be taken for the news paper
indicating it, along with various other equipment, was donated by
Helen Pasternak.
The staff is notifying renters and the officers who work Security
during Community Center rental where alcohol is present that
the officers must be present at all times when the alcohol is
served and must remain until the guests have left.
Barry suggested- placing the new large -playground apparatus in
Corrigan North on the lot n*xt to the street. The board is
concerned about the proximity. -to the neighboring houses and
requested Barry consider locating it directly behind the lot.
Barry will make a recommendation at the next meeting.
Barry reported that he will Mwtall a gate at the entrance of
Twin Creek Woods Neighborhood,Park as a winter project.
The Melvin Knapp Activity Center expansion architecture is almost
complete and the bid package will go out as soon as the
financing method has been defined.
Efforts by the City to acquire the right-of-way required to build
a sidewalk from the Community Center to Independence Park are
continuing. The sidewalk in front of Pasternak Park is being
handled by the City Manager.
During new business Barry reported on the various department
activities. The majority of the effort was on mowing,
maintenance and removing Palm tree from Grand Blvd. The swimming
pool attendance is meeting expectations. Arrangements have been

made to accommodate seal -or citizens --at the pool in the morning
hours.
The by-laws of- the Parks, Recreation and Beautification Board
indicate that three consecutive absences or three absences within
a twelve month period constitutes grounds for removal from the
Board. The Board determined that absences meant unexcused
absences and that the Board has the authority -to -grant an excused
absence.
James Skipper made a motion to allow the Superintendent - -to
grant an excused absence if the member notifies the
Superintendent prior to the meeting with a reasonable excuse.
The motion was seconded by�Tootie McComb and the motion carried.
During open discussion- Billy Wolff indicated that he is still
pursuing the acquisition- of an artillery piece for Independence
Park. The Council is working to providing the funds necessary to
apply for a matching State of Texas grant for the development of
McLean Park Phase II. The Board should review the McLean Park
plan and identify the items to be in -tho ,Phase II application.
Tootie McComb reported that Cleow-Pearland indicated they wanted
to put recycle containers in the Parks. She reported that
Krogers and Appletree are currently providing recycling
facilities.
Bob Pond reported that he is still surveying the Clear Creek and
Twin Creek Woods subdivision residents about their neighborhood
park.
Claude Stegall reported that Sony Tobias Park.is getting a lot of
use. He suggested that the play ground apparatus in McLean Park
be located near the existing development to allow access and that
we maintain and protect the area we develop.
D.A. Miller reportedthat Wal-Mart had requested the City
identify projects for which they might provide monetary support=0
James Skipper expressed an interest in the Parks Department
developing a down town park along the north side of HWY 518
between HWY 35 and the railroad tracks.
Beautification award nominations include Mimoza Plaza, West Side
Plaza, West Side National Bank# J-1wA Mercer Insurance, Pearland
Center West and O'Day Plaza.
The next meeting will be held September 8, 1990 at 9:00 a.m.
Larry Juull moved to adjourn. The notion was seconded by Bob
Pond and the meeting adjourned.
