Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, October 13, 1990, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull with
Retta Absher, Vince Bruno, Suzanne Elliott, Inez Farmer, Tootie
McComb, Bob Pond, James Skipper, Parks Superintendent Barry
Lastik, Council Liaison D.A. Miller, City Secretary Kay Krouse,
and Mayor Vic Coppinger present.
Kay verified that all members of the Pearland Parks, Recreation
and Beautification Board had been sworn in.
The Mayor addressed the Board welcoming the new members,
appointing Larry Juull as Chairman and D. A. Miller as Council
Liaison. He challenged the members with improving the quality of
life in Pearland by continuing the current activities, developing
McLean Park, educating the public about litter, and sponsoring
the seniors activities.
A representative of the Pearland Shopping Center received the
October beautification award. The local press was present to
photograph the presentation.
Larry welcomed the new Board members and ask all the members to
introduce themselves. Barry reported that Claude Stegall had
resigned and that George Triebel was not reappointed to the
Board.
The minutes of the previous meeting stand approved on the motion
of James Skipper and second of Vince Bruno.
During old business Barry reported that the benches in Pasternak
Park have been replaced with covered picnic units. These spare
benches will be installed in McLean Park near the existing
playground equipment.
Barry reported that the Engineering Dept. had been tasked with
designing and generating specifications on the parking lot and
road in McLean Park. The City would provide the material and the
county would provide the man power to install it. Depending on
the cost asphalt would be considered.
Barry is recommending that some small playground equipment be
purchased and installed near the existing picnic units in McLean
Park when and if funds are available. D.A. reminded the Board
that any money spent in McLean Park prior to a grant would not be
matched. The Board will review the McLean Park plan and identify
the items to be in the Phase II application by the next meeting.
There was considerable discussion about the one-way traffic in
Independence Park and the pedestrian traffic in and around the
Park.

Bob Pond made a motion to develop a pedestrian traffic plan for
Independence Park by the November 1990 meeting. The motion was
seconded by James Skipper and the motion carried.
Tootie McComb made a motion, seconded by James Skipper, to
purchase the large playground apparatus and install it on the
lot in Corrigan North.
Retta Absher moved to table approval of the acquisition and
installation of the apparatus in Corrigan North until the next
meeting. Inez Farmer seconded the motion and the motion failed 3
for and 4 against.
Barry reported that the neighboring residents of the lot in front
of Corrigan North Park were agreeable to the installation of the
apparatus on the lot. It would fit on the lot and still allow
maintenance equipment access to the Park. He explained that the
manufacture of the apparatus had informed him of a planned price
increase and depending on the acquisition method it may not be in
the best interest of the City to delay this procurement.
Larry called the question on the original motion by Tootie and
the motion carried with 6 for and 1 against.
Development of Pasternak Park using donated funds in under way
with the picnic tables and the water fountain to be installed in
October.
Funding is the remaining holdup to the installation of the
sidewalk from Shadybend to Independence Park.
Bob Pond moved that a letter be drafted to Council recommending
that the Community Center not be rented on Christmas Eve or New
Years Eve including the rational. The motion carried.
A drawing by the returning members was held to determine their
terms of appointment with the following results:
One Year - Tootie McComb, Bob Pond, and James Skipper
Two Years - Appointee, Inez Farmer, and Larry Juull
The November continued beautification award will be presented to
Jim Mercer Insurance.
The December beautification award will be presented to Pearland
Center West.
During new business Barry reported on the various department
activities. The majority of the effort was on developing
Pasternak Park.
There were no Beautification Award nominations this month.

During open discussion the Board decided to recognize George
Triebel and Claude Stegall for their long years of service.
Inez reported that Mrs. Vance on Church Hill Street has some
shrubbery she would donate to the Parks Dept. if they will remove
them.
D.A. requested that the Board members be supplied a summary sheet
on the Parks, including their contents.
The List of Request will be purged at a future meeting.
The next meeting will be held November 17, 1990 at 9:00 a.m.
James Skipper moved to adjourn. The motion was seconded by
Tootie McComb and the meeting adjourned.
