Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, November 17, 1990, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull with
Retta Absher, Vince Bruno, Suzanne Elliott, Inez Farmer, Tootie
McComb, Bob Pond, James Skipper, Gary Walters Parks
Superintendent Barry Lastik, Council Liaison D.A. Miller present.
The minutes of the previous meeting, with a correction that the
picnic tables in Pasternak Park are not covered, stand approved
on the motion of Vince Bruno and second of Inez Farmer.
Jim Mercer of the Jim Mercer Insurance received the November
beautification award. The Board recognized Claude Stegall, who
recently resigned from the Board, for his many years of valued
input with a plaque. The local press was present to photograph
the presentation.
Past Chairman George Triebel was unable to attend the meeting and
will be recognized for his service by the Board at a later date.
Larry welcomed new Board member Gary Walters. Gary gave a short
report on his background.
During old business Barry presented the McLean Park master
development plan. This plan identifies items for all phases of
development and a general layout. Questions by the Board
Included access and quality of rest room facilities, parking by
the tennis court/picnic areas, routing of the nature/hiking trail
and landscaping. Barry indicated the method of funding, census
report and approval by the Council are required prior to
submitting the application to the State of Texas.
Barry reported that he planned to install a cement sidewalk from
the planned pedestrian bridge over Mary's creek to the Swimming
Pool parking lot and that altering the one-way traffic within
Independence Park had been considered and rejected by the staff
due to safety issues.
There was considerable discussion as to the need, cost and
liability of any future pedestrian trails within the park.
Tootie McComb moved that once the pedestrian bridge over Mary's
Creek was complete we follow through with a sidewalk to the
Swimming Pool parking lot. James Skipper seconded the motion and
the motion carried.
Development of Pasternak Park using donated funds is under way
with the water fountain being the remaining item to be installed.
Funding is the remaining holdup to the installation of the
sidewalk from Shadybend to Independence Park.

The December beautification award will be presented to Pearland
Center West.
The List of Request will be purged at a January meeting.
During new business Barry provided Park Inventory List, FY-91
Budget and Maintenance Schedules. He reported on the various
department activities. The majority of the effort was on
replacing basketball goals in the various parks, developing
Pasternak Park and moving benches from Pasternak Park to McLean
Park along with routine maintenance. The Community Center usage
was up considerably this month.
Larry ask the Board to consider a special request. The inquiry
by the Peartree Chapter of the American Business Womens
Association (ABWA) as to the fee for renting the Community Center
on Sunday, March 10, 1991 for a style show benefiting the
scholarship fund for girls in Pearland.
A motion by James Skipper, seconded by Inez Farmer, that the fees
be wavered for the use of the Community Center. The motion
failed 1 to 7.
Retta Absher, seconded by Vince Bruno, moved to allow the ABWA to
use the Community Center at the reduced rate specified in the fee
structure. The motion carried.
There were no Beautification Award nominations this month.
During open discussion Barry explained to the new members that
Butch Hale lives in the trailer in Independence Park under
contract with the City. He provi-des security and safety
monitoring by locking and unlocking the main gate and reporting
any violations of City laws or rules to the Police Dept.
D.A. Miller reported that Billy Wolff was in Methodist Hospital
and they are treating him exceptionally well.
Barry reported that he will be installing Christmas Decorations
the week after Thanksgiving including a large tree in front of
City Hall. The tree at the Lions Club is not scheduled to be
decorated.
Per the Board By -Laws Larry appointed James Skipper, Tootie
McComb and Retta Absher as the Board officer nominating committee
to bring forward a slate of candidates by the January meeting.
A motion by Suzanne Elliott, seconded by Vince Bruno, to cancel
the December 1990 meeting carried. ft
The next meeting will be held January 12, 1991 at 9:00 a.m.
Tootie McComb moved to adjourn. The motion was seconded by Bob
Pond and the meeting adjourned.
