RESOLUTION NO. R2007-93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO ENTER INTO A LETTER OF INTENT WITH THE UNIVERSITY OF HOUSTON SYSTEM. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain Letter of Intent by and between the City of Pearland, and the University of Houston System, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute, and the City Secretary to attest, a Letter of Intent with the University of Houston System. The need and justification for this expansion are demonstrated by the significant growth in and the demand for increased academic,offerings, as well as the 33- year history of the'University of Houston-Clear Lake successfully delivering academic programs in high-need parts Of our service area. The intent of the University of Houston- Cleatlake is not to create a free-standing university throughthis-endeavor. The mission of the UH-Clear Lake Pearland Campus will be to provide high quality upper-division and master's level academic programs and student support services to. Pearland and surrounding:area residents. Program offerings at the UH-Clear Lake Pearland Campus will be in 'high demand disciplines, including business, education, and psychology. These programs will be offered face-to=face, online; and through a combination of the two Coordination with Alvin Community College, Houston Community College System,:and the San Jacinto College District will enable students to complete the first two years of their baccalaureate education at the community colleges and then transfer to the UH-Clear Lake Pearland Campus to complete their degree programs. Masters programs will-be-available, amell. If approved, the University of Houston-Clear Lake will begin program delivery in the spring 2009 semester. According to forecasts of enrollment and expenses, the'coat of operating the UH-clear Lake Pearland Campus will be fully covered by formula funding and tuition and fees by FY 2012. This proposal has the support of the Pearland community, including the Pearland Mayor and City Council, the Pearland Economic Development Corporation, community c011eges and school districts. Need for a University Branch Campus An important part of the University of Houston System's mission is to deliver academic programs to high growth parts of our service region --- the eight-county Houston metropolitan-area. For the past twenty years,the high growth areas in Houston have been in the south, southwest, west and northwest parts of the region. To date, the UH System has established two successful university system centers in the southwest (UH System at Sugar Land) and the west (UH System at Cinco Ranch), leaving the southern part of the metropolitan area to be developed. 1 Three years ago, as part of a"comprehensive strategic planning process, the UH System Board of Regents conducted a demographic:analysis of the Houston metropolitan area, which once again showed that the southern part of the.region;was outpacing other areas. in terms of,growth. .As:a result, the Board identified the development of a,university presence inPearland as one of its top_strategic;priorities. This"proposal:is the culmination of that directive, In.establishing an-off-campus operation,-the UH.System looks to five primary factors in determining:the need for university services and the-:likelihood of success in a particular region: • Population;growth • Community and.public school enrollment growth • Sizeand composition of the workforce • Current level of university service • Support from the community In,=short, if there are substantial population and enrollment-growth, a large professional, workforce, limited university offerings, and support from the community for higher education, then the establishment of a new university presence will likely be successful: This has been the case for the UH System°Centers at:Sugar Land and Cinco Ranch, and these characteristics are present in Pearland, as well: Population Growth Population growth in the Pearland :area has:;been significant, In 2000, the population within ten miles of the proposed location was 532,244. By 2006,. the population had increased to 593;449 '(11:5%o:'increase over 2000) and is projected to be 645,533 by2011 (878%increase over 2006) Community-College.and;Public-School Enrollment The Pearlarid area iaserved'primarily by Alvin Community College-and the:San.Jacinto College-District. Both Alvin Community College and San Jacinto College South would serve as primary feeder institutions for the I-I-Clear"Lake;Pearland Campus. .From.Fall 2005 to:Fall 2006, Alvin Community College's enrollment increased 7.5%0 to 4,115 students while the San:Jacinto College District's enrollment increased.6.59%to 28,470 students including an increase of 11..28%d at"San Jacinto College South from 8,554 to 9,519 students. In terms of public school enrollment, the Pearland Independent:School District has grown from 10,675 students in 2000 to 15,141 in 2005 (29.5%;growth)while the Alvin:Independent::School District,which serves the west side ofPearland grew.from 11,366 students in 2000to 13,010in 2005 (12.6%growth). "Workforce:Profile Within ten miles of the proposed location, there, are 17;975 private companies, government agencies, and non-profit organi7Ations employing 211,832 individuals, Average household..income is S62,949. In addition,25:86%o.of the population has earned at least an associate's degree and 20:76%at least a"bachelor's degree. 2 Current Level.of University`Service At the present time,the level cif-university higher education service available in Pearland is very limited. The University of Houston-Clear Lake is offering_a:.limited number of courses at Alvin Community:Colleges*P>earland College Center. The=closest:locations deliveringg an array of bachelor's and master's'programs_are the University of Houston- Clean Lake and the University of Houston: As an upper level.university,UH=Clear:Lake; is uniquely positioned to work m partnership with°the PearlandandAlvin school districts, Alvin Community College and'San Jacinto,"College.South:to provide K-16(bachelor''s).as well lit"K-18 (master's) opportunities:for Pearland area residents. Community Support In-developing this:,proposal forthe University of Houston-Clear Lake Pearland Campus, UH-Clear Lake has received the support of the City of Pearland's Mayor and City Council,as:well as the'Pearland.Economic Development":Corporation,,for a model public- public partnership to finance the:construction of higher education facility on property owned by the City of Pearland. UH Clear Lake also has support for this proposal from area:school,districts-and_community colleges: Academie.Programs and Oversight University of Houston-Clear Lake proposes to.offer 9 degree programs at the-Pearland Campus All"9 degree programs will be started when the;-new facility is<available,which is tentatively-expected to be in spring 2009. Programs,:will comply-with theaccreditation standards required by the Southern Association of.Colleges and Schools (SACS). In determining "which programs to offer, UHCL has studied program enrollments and graduation patterns at-the community.colleges located close to the Pearland campus site. UHCL has also studied community demographics within a 5 mile radius of the site as well.as:`the majors ofUHCL students(fall:2005 data):living within a 5 mile radius. In:fall 2005, 522 UHCL students lived within a 5 mile radius of.the site Of these, 16% were undergraduate students taking the School of Education's Interdisciplinary Studies degree in elementary education. Another 8% were undergraduate and graduate majors in the School of Human Sciences;-and,Humanities Psychology program,while another 8%were majors in the School of Business,—undergraduate:Business Administration and;the-MBA program. Programs in these high demand areas are among those to be offered at the Peatland.Campus. The table below lists .the specific programs for which UHCL requests approval for delivery at the Pearland Campus. These programs are in UHCL's approved.inventory. The deans of the respective UHCL schools will be responsible for:academic oversight of the programs-at the,Pearland.Campus, including hiring, :promotion and tenure of faculty assigned to-teach at that.location. Courses will be delivered through an appropriate mix of full-time and adjunct faculty:members, all of whom will hold academic appointments with the appropriate UHCL School. Initially faculty will be"housed at UHCL, but will deliver the programs primarily via face-to-face instruction on site. As enrollment grows,. a second building is envisioned at which time faculty will be 'on site full time: Other delivery:modes,.e:g.,the internet,will beused to supplement..instruction"as needed. 3 Undergraduate.Programs Graduate Programs. School.of Business BBA, Generai;Business Human Sciences-and Humanities Human Sciences and:Humanities BS,Psychology MA,Psychology BS,Behav oral Sciences-General MA,Behavioral'Sciences-General BS Criminology :School ofEducation School of Education BS,Interdisciplinary Studies withEC=4 MS,Counseling Generalist Certification MS,Educational Management ,Proarani Expansion Market demand will be evaluated on-a two-year cycle to ;assess-the need for additional degree and certificate programs: Additionally, students at the Pearland site will have accessto DHCL's three online degree programs School of Business MBA, School of Science and Computer 'Engineering's MS in Software Engineering .and School of Education's VJS':in;Instructional Technology. Campus Administration-and:Studentt:Support Services Administration of the branch campus-will be:provided by'the Associate Vice President of Academic Affairs, who reports to the Senior Vice President and Provost:and serves on. the Deans Council at-UHCL. The AVPAA is a senior member of Academic Affairs and will coordinate with the deans to manage the delivery of degree;programs, and with-the Associate Vice President of Student Services to manage the delivery of student services, at the Pearland,campus. Day-:to-day management of the site will initially be vested a site manager who will report to the AVPAA. The site:manager will be responsible for 'providing daily logistics and operations-support. Longer term, management of the branch campus will vest in=a new position of Dean, UHCL at Pearland. The person who fills this-position will possess an earned:doctorate:or other terminal degree. The dean will report to the.Senior Vice President and Provost and will serve on the UHCLDeans Council, with responsibility to coordinate and manage the delivery of degree programs andstudent services atthe:Pearland campus. For the Pearland campus to be successful, it is essential.that students at::this campus have access to comparable resources and quality of services as"students at:the:UHCL campus. Hence, amajor investment in operations is planned for FY 2009. With prop am offerings planned to start in spring 2009, detailed services to be made available-to students concurrently are as follows. 4 Admissions/Enrollment Services. Initially,IJHCL will:hire an Enrollment Management Counselor(EMC) and 2.admissions clerks to handle admissions responsibilities on the.Pearland campus. The admissions clerks will be cross-trained in admissions and records and provide front counter support for students that walk in or call. Enrollment services will also be available online, including course registration and completion of undergraduate and graduate;admissions applications. Longer term, as-the number of students grows; tJHCL envisions hiring an Assistant Registrar,:air Assistant.Admissions Director, an additional EMC, a..registration:clerkand a data -entry clerk to provide admissions and enrollment services to students at :the. Pearland campus.. Financial:Aid and Student Services Starting in spring 2009,a financial aid Officer and a student services coordinator will be available on a part time basis (.5 FTE each) to support.students.at the Pearland campus. Pearland campus students will also be able;to apply for financial aid,_track thestatusof their application and their accounts-online using e=services provided via the TJHCL website.. Longer-term,;as student enrollment_grows,;both positions will become full-time: >Academic.Advisin g In:spring 2009, two Distance Education advisors, one full:time and one part-dine (15 FTE); will be available to;:assiststudents in planning their studies at the Pearland campus. Additional DEadvisors:°will be added as:thenumber of students grows. Library and Information Resources A library-with access'to a robust collection of academicTesources will be available at the Pearland campus to insure that all enrolled'TJHCL: students can successfully complete 'their:programs of.study. The Neumann library'provides more than 167 online.research databases, nearly 60,000 electronic;books, and full text of:over 32,945 scholarly journals in electronic format,which,can-be:accessed via the library's proxy server. An on-site librarian and two part.time:library assistants will,instruct the students in the use:of the online research.collections. The Pearland.campus librarian(and.other'librarians from.TJHCL's Neumann Library)will also-offer in-class library instruction as requested by the`faculty. Print resources and other items from the Neumann Library can be transferred on :a temporary basis to:support class assignments on-site. A regular courier service will be :employed to-make regular deliveries of the print resources that are requested by students and focal at the Pearland campus. Request forms for delivery service, as well as. information for students:and faculty at the Pearland :.campus, will be available on the Neumann.Library web site: As academic programs evolve, the Pearland campus library will develop on-site resources and collections that align with program needs. 5 Information Technolou An:open computer lab and two teaching classrooms with computers on each desk will be established at the Pearland campus. IT personnel available onsite to staff the lab will include a network specialist, two computer support personnel and four;student workers. These IT personnel will provide'help desk support for students, support,for classroom instruction, video conferencing and the overall IT and voice infrastructure for the campus, as well as desktop-support for faculty and staff at site. Initially, there will be 13 classrooms, which are.all technology-enhanced, as are the majority of classrooms at the UHCL campus, and a conference room with video conferencing capability: All enrolled students will receive UHCL email accounts and have access to course management system accounts (e.g., WebCT) and other online instructional platforms available at UHCL. Facilities The City of Pearland will provide UHCL with property for the development of a branch campus. The property includes approximately 40 acres of land located at McHard and .Pearland Parkway situated in"Pearland,Harris,County, Texas. The City will enter into an agreement with the Development Authority of Pearland ("DAP") providing for DAT's 'issuance of bonds to fund the City's design and construction of a 30,000 square foot building,-of which 20,000 square feet will be for the use and benefit oftheUniversity. The City (as Lessor) and the'University (as.Lessee) will enter into a future twenty.(20) year lease agreement for the 20,000 square feet of space within the Building, and providing for payments which shall include the proportionate Share of the cost of constructkm, financing, operating and maintaining the Building, including but not limited to utilities, all maintenance costs, property and casualty insurance and a maintenance reserve fund. Partnerships with'Community Colleges The University of Houston-Clear Lake has a consistent history of working closely with the nine community colleges lathe Gulf Coast Region. Our joint admissions agreements with the community colleges proVidea seamless process for students to'transfer to UH- Clear Lake and gives students assurance that their courses will be.accepted by uncL, Because of these agreements and our close relationship with community college counselors, we are often able to admit students to'UHCL programs-"onthe spot" at recruiting functions, An annual breakfast is held with community college counselors to update them on new admissions requirements and program updates. UHCL Counselor Guides are also provided to serve as a resource for community college counselors. In 6 addition, articulation agreements are in place to facilitate transfer of credits from the community colleges to UHCL. Enrollment Projections and Financial Analysis It is anticipated thatthe new facility will be open and ready for classes startingin-spring 2009. Student credit hour.projections are based on i7HCL experience, which is `26 SCH per HC per academic year for undergraduate students:and 17 for graduate students. e The:number of faculty positions was projected based on L HCL's goal of having 70% of SCHs:taught:by full--time faculty and.30% by adjuncts. In spring 2009, UHCL will have;7 full-time faculty members and 14 adjunct faculty teaching at the site. Three of the seven will be new full-time faculty-hires.. Five new faculty will be hired for FY 2010 to have 13 .full=time and 32_adjunct faculty teaching 8 there. By FY 2014, 21 hill time faculty members and 55 adjuncts will be providing on-site instruction. • Formula funding forecasts are based on the projected student :credit hour generation by program and the state :funding formulas for the FY 2006-07 biennium. Tuition and fees are based .on projected SCH generation using fall 2006. tuition and fee rates. • Operations expenses include the costs.of delivering instruction (f ill.tiri e and. :adjunct.faculty) and the associated costs of administration (enrollment services, financial aid.and student services, academic advising, library and information technology) as -well as infrastructure costs and building- operations support: Projections assume staff support will grow over time;as enrollments increase • Approximately 100. current UHCL students are expected to transfer to the new Pearland campus in spring:.2009, which will result in a redistribution:of formula and'tuition revenues of approximately.$200K to $300K in,the-first two:or three years. • University reserves will be used to .cover the projected budget shortfalls:in the first three years of operation. UT-Clear Lake Pearland Campus and Closing:.the Gaps If higher education institutions in Texas are to accomplish the student participation and success goals identified in Closing the Gap;, we must move aggressively-in delivering high quality academic programs to-:high-demand regions in the state. Through the UH Clear Lake Pearland Campus, the University of`Houston-Clear Lake will make an. important contribution to this endeavor To ensure fiscal:responsibility, our enrollment forecast of adding-550,:new students at the Pearland campus by 2013 is conservative. Equally important,the UH-Clear:Lake Pearland Campus would bring to this underserved part of our service region the multiple benefits that a university bringsto a community. Summary of Request The following specific approvals are requested from the University of Houston System Board.of Regents: • The University of Houston-Clear Lake requests approval to establish a branch campus in Pearland to expand access to.higher education.to area residents. • The University of Houston-Clear Lake requests :approval to offer the academic programs designated in this proposal through the UH-Clear Lake Pearland Campus. 9
