Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, September 21, 1991, at
the Pearland Community Center, 3523 Liberty Drive, Pearland
Texas.
The meeting was called to order by Chairman Larry Juull ,Retta
Absher, Vince Bruno, Suzanne Elliott, Inez Farmer, Tootie McComb,
Secretary Bob Pond, James Skipper, Gary Walters, Parks
Superintendent Barry Lastik, Council Liaison D.A. Miller and
Council member Billy Wolff present.
Larry introduced Gil Boyles, 641-3366, of Pearland representing
the Presbyterian Church of the Covenant, 643-6567, 3929 Colgate,
Houston, TX 97087. He made no special request but was interested
in the availability of the Community Center for Sunday worship
for about one year. In the near future, the church will build a
new facility in Pearland and needs a temporary location. The
board asked the staff to provide the standard rental information
to them.
The minutes of the previous meeting were approved on the motion
of Vince Bruno and second of Suzanne Elliott.
During old business Billy Wolff reported that the Parks
Department request to the Rotary Club for new playground
equipment for Rotary Park, within Independence Park, was received
after their FY-91 funds were committed. The Rotary liked our
proposal and ask that it be resubmitted in the Spring of 92
between March and May.
During old business Barry reported that in response to the McLean
Park Phase II development matching grant application the State of
Texas made an on site inspection of the City park facilities.
Barry escorted the State representatives on the tour and the
comments were favorable. If the grant is approved a contract
should be signed about January and construction should begin
in June of 1992.
Billy reported that another donation of property adjacent to the
Melvin Knapp Activity Center was received which will permit the
expansion of the facility as planned. It is expected to take
about six months to complete this expansion.
Bob Pond reported on his findings regarding the development of an
radio controlled airplane field within McLean Park.
Tootie McComb moved to update or provide continuing
beautification awards for Pearland State Bank, Windsong Village
Apartments, Salem Village Apartments, Silver Maple
Apartments, Kentucky Fried Chicken, Burger King, Pizza Hut, Pizza
Inn, Windmill Apartments, First National Bank, P.I.S.D., Anchor
Plaza, City of Pearland, Jim Dandy's, Woodcreek Subdivision Civic
Association, Popeye's Famous Fried Chicken, St. Stephen's
Lutheran Church, Pearland Shopping Center, Jim Mercer Ins. and

Pearland Center West. Vince Bruno seconded the motion and the
motion carried.
Suzanne Elliott moved to award Larry Moser Automotive with the
October Beautification Award. James Skipper seconded the motion
and the motion carried.
During new business Barry presented the Departmental reports.
The majority of the efforts were on maintaining the swimming
pool, grass mowing and routine operations and maintenance. A
seniors dance was sponsored and supported by the Dept.
The 1991 pool attendance matched or exceeded the 1990 attendance.
Another great year.
During open discussion James Skipper nominated American Accents
or the owners of the metal building recently painted brown on the
North side of Broadway between Burger King and the Car Wash for
the November Beautification Award.
Vince Bruno requested some trees be planted in the center section
of Independence Park. Barry distributed a copy of a letter
indicating that Pearland Printing & Office Supply and the
Environmental Club of Pearland High School has started a program
which would culminate with the planting of trees in McLean and
Independence Parks. If the Board has specific locations they are
to contact Barry. In McLean Park he is suggesting planting the
trees along the ditch dividing the Park.
Gary Walters requested some action regarding problems in Sonny
Tobias Park be taken. He suggested removing the basketball
goals. Barry indicated that he would look into it.
Gary Walters requested that the Board not allow alcohol at youth
functions using City Park facilities. Barry reported that he and
the City Attorney were reviewing rules and guidelines of other
cities regarding alcohol and youth activities.
Barry reported that he had received a copy of the city survey
report by Joy Colson. He will have copies available at the next
meeting for review. There were some interesting comments
regarding parks.
D.A. Miller suggested that we consider a clause in our rental
agreements disallowing sublease by the renter especially in long
term agreements.
The next meeting will be held October 12, 1991 at 9:00 a.m.
Tootie McComb moved to adjourn. The motion was seconded by
Vince Bruno and the meeting adjourned.
