Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday. March 9, 1991, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull with
Chairman Pro-tem Retta Absher, Vince Bruno, Suzanne Elliott, Inez
Farmer, Tootie McComb, Secretary Bob Pond, James Skipper, Gary
Walters, Parks Superintendent Barry Lastik, Administrative
Assistant Vira Moore, Council Liaison D.A. Miller and City
Manager Jim DeShazer present.
A sentence in the February minutes was corrected to read: Vira
Moore will make silhouettes of eggs, color coded by age, to
direct the children to the designated hunting area.
The corrected minutes of the previous meeting were approved on
the motion of Tootie McComb and second of James Skipper.
Larry introduced the City Manager who addressed the topics of a
letter in which the Board had expressed concerns.
1) clarification between the city ordinance and the by-laws
concerning the election of chairman; As all terms had
expired the Mayor considered his actions the creation of a
new Board and the by-laws should be valid.
2) that the City tree made of lights located at the corner of
East Walnut and HWY 518 be included in the Christmas
decorations next year and that if a real tree is to be used
in front of City Hall that it be planted for that purpose;
He thought the tree made of light did not compare with the
real tree used last year and that to plant a live tree of the
required size would be very expensive.
3) how the Wal-Mart donation was allocated; The only
recorded donation was $1000 which went to Clean Pearland to
help pay for the sidewalk along Liberty Drive.
4) clarification of the request to deny rental of the
Community Center on Christmas and New Years Eve on a
continuing basis; The City Manager considered our request to
be on a yearly basis. He had no objections of a continuing
basis for Christmas Eve but thought New Years Eve should be
on a yearly basis.
The City Manager reported that he would meet with Pasternak
representatives and request permission to clean and maintain the
property between Mary's creek and John Lizer Road on the North
Side of Independence Park.
During old business Vira Moore presented her plans for the
silhouettes of eggs, color coded by age, to direct the children
to the designated hunting area. The Board commended her for her
efforts. The Board will meet in the Community Center at 8:45

A.M. March 30, 1991 for orientation.
The installation of a sidewalk from Shadybend to Independence
Park was re -bid and all bids rejected it will be done in house.
During new business Barry and Vira presented the Departmental
reports. The majority of the efforts were on projects in
Independence Park including; preparing the softball field for
seasonal play, painting fence, putting ropes on flag poles and
supporting the rally. Other projects supported were maintaining
flags on Liberty Drive, seniors dance, cutting trees and shrubs,
and routine operations and maintenance.
Development of Pasternak Park using donated funds is under way
with the water fountain being the remaining item to be installed.
D.A. reported that Certificates of Obligation will provide the
funds for expansion of the Melvin Knapp Activity Bldg.,
development of McLean Park, road and sewer projects. The funds
should be available in time for submitting the McLean Park grant
application by July of 1991.
The funding, census report and approval by the Council are
required prior to submitting the McLean Park development matching
fund grant application for the development of McLean Park to the
State of Texas.
There were no Beautification Award nominations this month.
During open discussion James Skipper requested that the Board
members look at the property at the intersection of Mykawa and
West Broadway as a possible park site.
James Skipper, seconded by Retta Absher, made a motion to allow
the Lions Club to use the City Pole, which is on Lions Club
property, at the intersection of East Walnut and Broadway as a
flag pole and to coordinate the decoration of the Pole for
Christmas at the request of Vince Bruno representing the Lions
Club. The motion carried with Vince Bruno abstaining.
Gary Walters reported that the Pearland Little League had put the
City under their insurance policy as some teams may use the parks
with no permanent changes to the property.
D.A. and Tootie reported that McLean Park was very clean and they
had noticed the usage was up.
The next meeting will be held April 13,.1991 at 9:00 a.m.
James Skipper moved to adjourn. The motion was seconded by
Suzanne Elliott and the meeting adjourned.
