Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday. January 12, 1991, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull with
Chairman Pro-tem Retta Absher, Vince Bruno, Inez Farmer, Tootie
McComb, Secretary Bob Pond, James Skipper, Gary Walters, Parks
Superintendent Barry Lastik, Council Liaison D.A. Miller and
Billy Wolff present. Suzanne Elliott was absent.
The minutes of the previous meeting stand approved on the motion
of Tootie McComb and second of Vince Bruno.
Cindy Magouirk of the Pearland Center West received the December
beautification award. The local press was present to photograph
the presentation.
Past Chairman George Triebel was unable to attend the meeting and
will be recognized for his service by the Board at a later date.
During old business Larry Juull ask the nominating committee to
submit their 1991 Parks Board officer nominations. The following
positions were submitted per the by-laws; Chairman: Larry Juull,
Chairman Pro-tem: Retta Absher and Secretary: Bob Pond.
There was some discussion as to the necessity of voting for
chairman since the Mayor appointed Larry Juull chairman.
Larry ask Barry to submit a request to the city manager for
clarification between the city ordinance and the by-laws
concerning the election of chairman.
Larry asked for additional nominations from the floor, there were
none.
Vince Bruno moved that the nominations be elected by acclamation.
James Skipper seconded the motion and the motion carried.
During new business Barry presented the Departmental reports
indicating that Vita and the staff had been doing a fine job in
his absence due to surgery. The Corrigan Civics Club has donated
$450 for playground equipment to be installed in Corrigan North.
The majority of the efforts were on Christmas decorations,
installation of the playground equipment in Corrigan North, and
preparing the softball field for seasonal play.
Members of the Board commented that the department had done an
excellent job on the installation of the new playground
equipment in Corrigan North and on the Parks Department Winter
Program brochure. Several favorable comments were received about
the quality of the Senior Citizens Dance.

The method of funding, census report and approval by the Council
are required prior to submitting the McLean Park development
matching fund grant application for the development of McLean
Park to the State of Texas.
Development of Pasternak Park using donated funds is under way
with the water fountain being the remaining item to be installed.
The installation of a sidewalk from Shadybend to Independence
Park is out for bids.
Larry ask the Board to consider _ two special requests.
One from the Campus Life Club to reserve a room on specific
dates. Barry indicated that the Club has grown too large to use
the small rooms and there is no other space available for them.
Tootie McComb, seconded by Vince Bruno, moved to deny the
request. The motion carried.
The second request was from the FFA Booster Club to use the large
room for a fund raiser on March 8, 1991.
James Skipper, seconded by Gary Walters, moved to deny the
request and to instruct the staff to offer the facility at the
authorized reduced rate. The motion carried.
There were no Beautification Award nominations this month.
During open discussion Barry indicated that the Parks Department
was no longer responsible for Community Services (Clean Pearland)
but remain responsible for Senior Citizens activities and
facilities.
__Retta requested that next year we support the save the dunes
effort by helping advertise the activity. Barry suggested she
contact the water billing department to include it on the
December bill.
Gary reported that on February 8, 1991 the Texas Recreation &
Parks Society Region I will hold a workshop for Parks Board
Members.
Inez reported that Keep Brazoria County Beautiful Association
will hold their annual banquet on January 17, 1991.
Tootie requested that the mowing crew leave the wild flowers
until after they bloom this spring.
The Board reviewed and purged the 1990 request list. Noting that
several items had been completed.

Tootie thought the Mayor had recommended that the YMCA receive
the 1990 Wal-Mart donation. It was suggested that the Board
identify some specific projects, like the all weather trail in
Independence Park from the pedestrian bridge to the swimming pool
parking lot, for which we might get corporate sponsors and draft
a letter requesting support.
Vince Bruno moved that the Board draft a letter to the City
Manager requesting that the City tree made of lights located at
the corner of East Walnut and HWY 518 be included in the
Christmas decorations next year and that if a real tree is to be
used in front of City Hall that it be planted for that purpose.
Retta Absher seconded the motion. The motion carried.
The next meeting will be held February 9, 1991 at 9:00 a.m.
Inez Farmer moved to adjourn. The motion was seconded by Bob
Pond and the meet,ng adjourned.
