1991-11-16 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESNOVEMBER MINUTES
Minutes of the monthly meeting of the Pearland Parks, Recreation
and Beautification Board held Saturday, November 16, 1991, at the
Pearland Community Center, 3523 Liberty Drive, Pearland Texas.
The meeting was called to order by Chairman Larry Juull, Chairman
Pro tem Retta Absher, Vince Bruno, Suzanne Elliott, Inez Farmer,
Tootie McComb, Secretary Bob Pond, James Skipper, Parks
Superintendent Barry Lastik and Council Liaison D.A. Miller
present. Gary Walters was absent.
Larry introduced Calvin Starr, president of the Pearland Amateur
Radio Club, who explained the purpose of the organization and
made a special request to use the Community Center on Saturday
April 25, 1992 starting at 5:00 AM. for the purpose of a fund
raising event and that the Board waiver the fees.
Tootie McComb made a motion to deny the request, charge full
rate, move the opening time up to 6:00 AM. or allow the
organization to use the facility on Sunday at the reduced rate.
Vince Bruno seconded the motion and the motion carried.
The minutes of the previous meeting were approved on the motion
of Vince Bruno and second of Suzanne Elliott.
During old business, Barry reported that the gate, signs and walk
way with handrail had been installed in Twin Creeks Woods Park.
Action on the problems of undesirable activity at Sonny Tobias
Park is still under consideration.
Retta Absher reported on the Christmas Festivities committee
activities including "A Thousand Points of Light" and "Santa
comes to Pearland". DA Miller reported that he had identified
the Community Services budged as the funding source for the
Christmas Festivities.
The City Survey results were discussed. The topics in the
comments section relating to the Parks were identified as
Beautification, Parks maintenance, Trees, Hike and bike trails,
Pool, Golf and Christmas decorations. The majority of the
comments were on Trees and Hike & Bike trails.
Twenty six trees have been donated and planted in Independence
Parks by the High School volunteers and will resume in the
spring.
Barry will check on the installation of the foot bridge going
into Independence Park. He is waiting on the foot bridge before
he has the trail from Mary's Creek to the Pool installed.
During open discussion Tootie McComb requested a larger space be
provide just outside Independence Park for the walkers to park
their cars.
Inez Farmer nominated West Side Florist for the January

beautification award.
Retta requested that the space between the entrances of the Pool
parking lot be landscaped.
Barry reported that the new laws about handicapped access will.
have a big impact on the park facilities. It will have to
considered in our capital equipment budgets and all our new
development.
The next meeting will be held January 11, 1992 at 9:00 a.m.
Tootie McComb moved to adjourn. The motion was seconded by
Retta Absher and the meeting adjourned.
