1964-12-21 CITY COUNCIL SPECIAL MEETING MINUTES 131
A special meeting of the Pearland City Council was called to order
at. 6:45 P. M. , December 21, 1964, by Mayor Kegley in the City
Hall, 14429 Texas Avenue, with the following city officials and
guests in attendance.
Mayor John G. Kegley, Councilmen Thomas P. Alexander, Steven A.
Shukanes, Victor A. Nolen, Gene E. Sanders, City Secretary W. A.
McClellan, Fiscal Agent D. N. Eddleman, City Engineer William C.
Walsh - Lloyd C. Hawkins; absent.
Guests : Robert Mora, M. R. Swensen and Jack Idoux.
Mayor Kegley explained that the purpose of the meeting was to con-
sumate work on the Time Warrants for the Mary' s Creek water plant
and associated lines and appurtenances as well as any other business
that might properly be brought before the Council.
Councilman Shukanes read a Resolution approving claims for furnishing
materials and doing work on various parts of the project, to wit:
A RESOLUTION APPROVING CLAIMS FOR CONSTRUCTION PERMANENT PUBLIC
IMPROVEMENTS FOR THE CITY OF PEARLAND, TO-WIT: A WATER WELL, WATER
STORAGE TANK, WATER TREATMENT PLANT, AND WATER DISTRIBUTION SYSTEM:
APPROVING CLAIMS FOR PROFESSIONAL AND PERSONAL SERVICES RENDERED
IN CONNECTION THEREWITH; AUTHORIZING THE DELIVERY OF TIME WARRANTS
FOR THE PAYMENT OF SUCH CLAIMS; CONTAINING OTHER PROVISIONS
RELATING TO THE SUBJECT; AND ,PROVIDING THAT THIS ORDINANCE SHALL
BE EFFECTIVE UPON AND AFTER ITS ADOPTION. , (ORDINANCE NO. 104)
(A) for construction of the water well, the claim of
Lane, Texas, Company, Inc. , Houston, Texas, in the amount of
$21,350.00;
(B) for construction of the water storage tank, the claim
of the Chicago Bridge and Iron Company, Houston, Texas, in the
amount of $21,075.00;
(C) for construction of the water treatment plant, the
claim of George C. Cox, Incorporated, Houston, Texas, in the
amount of $29,912.50;
(D) for construction of the water distribution system
the claim of Mora Construction Company, Friendswood, Texas, in the
amount of $22,843.98;
(E) for performing all engineering services, the claim
of Walsh and McClaren, professional engineers, Angleton, Texas,
in the amount of $7,138.61;
(F) for performing all fiscal services, the claim of
Eddleman, Pollok & Fosdick, Inc. , Houston, Texas, in the amount
of $2,070.40;
(G) for performing legal services, the claim of Vinson,
Elkins, Weems & Searls, Houston, Texas, in the amount of $1,200.00.
A motion was made by Councilman Nolen, seconded by Shukanes that
this Ordinance No. 104 be adopted. Councilmen Alexander, Shukanes,
Nolen and Sanders voted "aye" - no "noes." Motion carried. Council-
man Hawkins absent.
Ordinance No. 105 - ORDINANCE AUTHORIZING mama ORDER NO. WS-1
to the plans and specifications of the Marys Creek water plant
and piping for Mora Construction Company in the amount of $1,041.96
was read by Councilman Shukanes.
A motion was made by Councilman Shukanes, seconded by Councilman
Alexander that Ordinance No. 103 be adopted. Councilmen Alexander,
Shukanes, Nolen and Sanders voted "aye" - no "noes ." Motion carried.
Councilman Hawkins - absent.

Correspondence was read by Mayor Kegley with request that the
Councilmen be furnished copies.
M. R. Swensen reported that he bad been called by James Rau, M. D.,
City Health Officer, about the condition of his septic tank lines
at his new home in Westminister Subdivision. This was apparently
a result of complaints by Bill C. Frascino and others who live in
Westminister and have the same septic tank problems as he does.
Councilman Nolen stated that the Council would contact the
City Health Officer and explain to him the conditions of West-
minister and what the City was trying to do to remedy this
condition.
Mr. Jack Idoux of the Pearland State Bank discussed briefly what
his bank could offer the City in the way of interest on time
deposits for some of their bond money.
Council stated they were interested and called a special meeting
for Saturday December 26, 1964, at 10:00 A. M. to consider their
proposal.

Motion made by Councilman Shukanes, seconded by Alexander that
since the next regular meeting of the City Council would be on
December 24, 1964, that this special meeting be recessed subject
to call and the meeting date of December 24, 1964, be deferred.
All Councilmen present voted "aye" with no "noes." Motion carried.
Councilman Hawkins - absent.
Destruction of Time Warrants No. 106, 107, 108, 109 and 110 for
$1,000.00 each by W. A. McClellan was witnessed by D. N. Eddleman.
