2018-08-09 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES — REGULAR MEETING OF THE CITY OF PEARLAND PARKS, RECREATION, & BEAUTIFICATION BOARD, HELD ON THURSDAY, AUGUST 9, 2018 AT 8:15 A.M., AT 4141 BAILEY ROAD, PEARLAND, TX 77584. I. CALL TO ORDER Meeting was called to order at 8:23 a.m. II. APPROVAL OF MINUTES Minutes from May, June, July, and August were tabled until the September meeting due to the Executive Assistant being out on Leave. IV. BOARD REPORT Mr. Stevens did not have anything to report. Ms. Smith did not have anything to report. Mr. Mittica did not have anything to report. Ms Earl reported she took her children to several parks around the City and didn't see any issues with the parks. V. DIVISION REPORT — PARKS — Kevin Carter, Parks & Natural Resources S uperintendent Mr. Orlea introduced Kevin Carter, the Department's new Parks & Natural Resources S uperintendent. Mr. Carter briefly noted he reclocated to Pearland from Memphis,TN, and is looking forward to working with the City. Mr. Carter noted the following updates: • Independence Park was due to have a walk-through but it has been postponed due to weather. Irrigation is ongoing and a new playground has been ordered. • Centennial Park recently had a test of the new lighting equipment. New landscaping has been laid. • Dolores Fenwick Nature Center in progressing. Interiors, landscaping, and the irrigation system are currently being installed. • Hyde Park has a new playground ordered. Mr. Abdelmessih inquired as to when Centennial Park would open. Ms. Capers noted the opening will take place in November of this year. Mr. Stevens inquired as to the status of the all-inclusive playground being purchased. Ms. Capers noted the City will be working with a company that will complete the design work of the playground, as well as work with the Forever Parks Foundation on raising funds for the purchase of the playground equipment. Mr. Stevens asked if the park would have some adaptive equipment already installed when the ribbon cutting happens and Ms. Capers confirmed it. VI. DISCUSSION — Project Update Mr. Orlea handed out updated information on the City's Capital Improvement Projects and covered the following: • The Dolores Fenwick Nature Center is progressing. Tours are available at request for Board members. The fish tank has been installed and I.T. is working to install the A/V equipment. Kiosks around the center will have interactive touchscreens. The classroom will fit approximately 50-100 people depending on seating arrangements. Unobstructed glass will make up the back of the building giving view to the pond, native water trees, and the JHEC trail. Walk-through is 8/16. After walk-through, it should be approximately 90 days from opening to the public. The facility came in approximately $600K under budget including sprinkler systems. • Trail Connectivity Phase II (Centennial to Pearland Parkway). This project is about to close-out, but is currently being held up by signs having to be remade by the designer. • Shadow Creek Ranch Trail will be opening for bid on Thursday, 8/16. There were 12-14 bidders at the pre -construction meeting. About 16 large trees will be left uncut to shade parts of the trail. Harris County Constable's office has requested location indicator "plaques" to be installed into the trail's concrete. • Green Tee Terrace Trail cost has come down from $4.5M to $3.6M. The City is responsible for only 20% of the cost and the cost went down with the City's acquisition of the land. • Woodcreek Park will be completed in the next several weeks. Total price was $107K with the addition of two playgrounds being installed. Per Ms. Capers, signs will be posted at the park on the date of closing. • Hickory Slough Sportsplex Phase II will include six additional fields as well as the possibility of additional lighting and is identical to the westside of the exsisting property. • The JHEC Nature Trail Phase 11 boardwalk is currently under construction. • Trail Phase IV the City is still working with the design firm. VII. DISCUSSION — Emergency Management Training/Readiness Mr. Orlea talked about Parks & Recreation being charged with sheltering during natural disasters by the Texas Department of Emergency Management. Mr. Orlea discussed the Red Cross coming to look at our building to determine if our facility could convert into a Red Cross emergency shelter. Mr. Orlea also noted the department would be receiving training about potentially dangerous weather conditions from Mr. Dan Riley from the HGAC and the National Weather Service. BCFS Health and Human Services Emergency Management Division will also be surveying our department to determine if we are a candidate for their services. The department is now current on our Annex H (Health and Medical Services) certification. The City has also been trained on how to receive mass medicinal treatment of infectious diseases/bacterias. Through the CDC the City is now trained to receive the CDC's SNS (strategic national stockpile) if the event of outbreak. 2 VIII. DIRECTOR'S REPORT Mr. Orlea presented the following: • The Natatorium is currently closed for repairs and the pool is being cleaned. The bulkheads in the pool are being repaired. • Planning for TAAF Winter Games is underway. Participating partner agencies will receive a monthly e-newsletter noting points of contact, upcoming date/deadlines, and expecations between the parties. • Our facility will host the Houston Fireball's Power Soccer Team. A first-time clinic will be taking place at the Recreation Center. Pending turnout, a tournament may be offered at a later date. • Forever Parks Foundation has a new President Kelly Moody and a new Vice President Maria Albright. The Foundation will also be hosting the Bug and Grub Crawl with funds raised going toward the Dolores Fenwick Nature Center. Registration opens for teams of 2 - 3 on August 10. • Two additional Parks Maintenance Workers are being added to the division. • Camps Mahalo and Kia will end this week. Campers also heading to Public Saftey building to attend a CSI class by the Police Department. • The Cameron Juniel Project will be hosting heart check events by partnering with local medical staff to offer mobile sonagrams and echocardiograms. Mr. Orlea will send out information to the Board. • We are hosting the Texas State invitational this week (now The John Turner Classic). A large percentage of the proceeds are going towards the Pearland Educational Foundation. • Town Ditch Trail will come to about $87K and a trail will start on the north side of Town Ditch beginning at the Old Alvin bridge connecting at Hwy. 35. This trail is currently in progress and will eventually progress to • Volleyball tournament taking place at the Recreation Center today and parts of the parking lot are baracaded but still allowing for Member parking. Mr. Brian Wilmer, City of Manvel Council member, attended the meeting to introduce himself and to discuss the City of Manvel Parks and Recreation Department's future plans. IX.
