I. CALL TO ORDER
The meeting was called to order at 8:18 a.m.

III. APPROVAL OF MINUTES — Request Motion to Table Minutes
A request was made to table approval of the Minutes. A motion was then requested to
table the minutes. Ms. Smith made a motion and Mr. Mittica seconded the motion. Motion
passed.
IV. BOARD REPORT
Mr. Stevens did not have any items to report.
Mr. Mittica reported he attended Concerts in the Park and it went well. Mr. Mittica went on
to discuss the Celebration of Freedom and the cancellation of the event with the exception
of the fireworks..
Ms. Smith reported communication regarding the Celebration of Freedom was confusing
to some people. Ms. Smith also reported she has been asked about the status of
Independence Park and suggested the department issue an update regarding where the
City is at in the construction phase. Ms. Smith also requested an update for Woodcreek
Park.
V. DIVISION REPORT — Amber Popp, Aquatics Supervisor
Ms. Popp reported 334 enrollments for swimming classes this summer with classes
running through the Fall. Ms. Popp talked about the types of classes and the age groups
the Recreation Center serves. Ms. Popp also noted the Fall will see further development of
adult swim classes and offer more customized curriculum with individual's swimming
experience in mind. Ms. Popp also explained the health benefits of swimming and how it
can help with injuries as well as cardiac health.
Mr. Stevens asked if we partner with other groups to offer safety and training classes. Per
Ms. Popp, we do not, but believes partnering with other groups could be a great resource
for water safety. Ms. Popp then noted her goal was to attain her Water Safety Instructor
Trainer Certification.
VI. DISCUSSION — Budget FYI 18 Projections, FY19 Rev/Exp, CIP Update
Ms. Capers briefly noted the department received approval from Council of $100,000 to
repair pumps in the pool, install skimmer baskets, and to replace the sand in the filters.
Ms. Capers then covered supplementals with the Board:
• Playground Fall Zone at Centennial Park
• Splash pad at Southdown Park
• Park Maintenance workers and a new Crew Leader for the new Nature Center
• Event Coordinator to program Independence Park
• New ceiling projectors for the Multipurpose Room
• Cardio equipment for weight room
• Requesting additional part-time hours to accommodate the new facilities
• Requesting a new Parks Manager to handle administrative functions
• Requesting a Natural Resources intern
CIP Updates
• JHEC Nature Trail Phase II
• Park Equipment recapitalization — replacing equipment that has reached it's
lifespan
• Independence Park Phase II — expanding the pond, 2-story boathouse, expansion
of dog park, additional parking and trails, spray park, possibly another restroom
building and ticket office
• Shadow Creek Ranch Park Phase II — receiving TIRZ funds and moving into the
design phase to include 2 cricket fields which also serve as multipurpose fields to
accommodate rugby and adaptive sports. Adding a concession stand, additional
parking, expanding restrooms and adding additional lighting
• Frisby golf has picked up in interest and the department is encourgaging people to
come out to the next pop-up play event
VII. DIRECTOR'S REPORT
Ms. Capers presented the following:
o CAPRA visitation took place this past month. Visitation with accreditors went well.
Celebration of Freedom fireworks display had to be cancelled due to weather.
Working with sponsors and vendors to offset cancellation of event.
o Parks & Natural Resources Superintendent position has been filled by Mr. Kevin
Carter whom will be relocating to Pearland from Tennessee
• Several maintenance worker position vacancies
• Centennial Park Phase II and Trail Connectivity Phase II are being walked -through
this afternoon
• Woodcreek Park was quoted at $48K. City of Pearland Finance Department
requested it go to Council for approval.
• Woody street park continued to experience some drainage issues. The park was
regraded and the issues have been resolved.
• A new playground has been ordered for Hyde Park. New benches, trash
receptacles, and a clean up of the pavilion will happen when the new play structure
has been installed.
• Shadow Creek Ranch Sportscomplex has experienced irrigation issues. Equipment
is under warranty and manufacturer is fixing the problems.
• The Independence Park stage is in the design phase. The pavilion will be
resurfaced, the dog park will be cleaned up, restroom repaired, and tennis courts
will be resurfaced.
• Nature Center is currently under construction and hoping for a Grand Opening
Spring 2019.
• Forever Parks Foundation in conjunction Parks & Recreation Department will be
hosting a fundraiser for the new Nature Center.
• 45 saplings and wetland plants were planted at the SCR nature trail.

• Knapp Activity Center has seen an 8% increase in membership. A new A/C unit is
slatted to be installed at the Center. Randi Wyatt has accepted the position of
Facility Supervisor at the Center.
• Additional lifeguards are being hired for the summer months.
• July is National Parks and Recreation month. A proclamation was made by the
Mayor and events throughout the City have been posted on social media outlets.
• American Red Cross will be hosting a 1-day training on how to prepare for the Red
Cross to take over the center in the event of natural disasters.
