2018-05-10 PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTESMINUTES — REGULAR MEETING OF THE CITY OF PEARLAND PARKS, RECREATION, & BEAUTIFICATION BOARD, HELD ON THURSDAY, MAY 10, 2018 AT 8:15 A.M., AT 4141 BAILEY ROAD, PEARLAND, TX 77584. I CALL TO ORDER The meeting was called to order at 8:17 a.m. II. APPROVAL OF MINUTES — MARCH & APRIL 2018 Ms. Smith entertained a motion to approve the March 2018 minutes. Mr. Mittica motioned to approve the minutes and Mr. Wilson seconded the motion. The March 2018 minutes were approved. Ms. Smith then entertained a motion to approve the April 2018 minutes. Mr. Mittica motioned to approve the minutes and Mr. Hernandez seconded the motion. The April 2018 minutes were approved. IV. BOARD REPORT Mr. Wilson reported he was contacted by PGSA regarding electrical issues at the concession stands at Centennial Park. Mr. Wilson also asked how the RSA fee schedule works. Mr. Orlea noted additional information is posted on the City's website and costs can vary depending on the situation. Mr. Wilson asked about coaching certification, and Mr. Orlea stated that we do accept certifications. Mr. Wilson also inquired about installing a Cricket field in Pearland. Per Mr. Orlea, the City is currently looking into it. Mr. Mittica talked about attending the Earth Day celebration and noted the event went well. Mr. Mittica also talked about attending Concerts in the Park and noted attendance being down this year. Ms. Earl reported attending Earth Day and enjoyed having the event at Southdown Park as this park has ample green space. Ms Earl also noted seeing a comment on Facebook regarding the splash pad at Centennial Park and the citizen noted the splash pad having mildew. Ms. Capers noted that due to the warmer temperatures, Parks crews have been monitoring the splash pads for any issues, Mr. Hernandez reported receiving a citizen comment about opening up a municipal gun range since many of the private ranges in Pearland tend to max out their memberships quickly. Mr. Hernandez also received questions about the miracle field that is under construction and if any information regarding leagues will be published. Mr. Hernandez talked about a special needs group from Alvin ISD and asked if it were possible that some of the picnic tables be located closer to the parking area for easier accessibility. Mr. Hernandez also talked about people being unaware of how to use the recycling receptacles. Mr. Hernandez then talked about attending the Pearland BMX track with citizen Raquel Freeman and was able to hear some of the wants for the group. Mr. Orlea noted the City has been working with the group for some time now regarding funding sources for the track and ultimately the project was put on hold. Citizen Raquel Freeman inquired about funding availability by the City through taxes that would assist with the BMX track. Mr. Orlea explained this happens via the City's Capital Improvement programs which are backed by master plans. Mr. Orlea noted the City does try to work with groups in terms of walking them through the permitting process. Ms. Smith requested an update on Woodcreek Park and also discussed an invoice that was received from TAAF by a participating group. Ms. Capers and Mr. Orlea agreed to issue the group an extension for payment. (Woodcreek update to come in Director's Report) Mr. Wilson asked about the status of the cricket fields. Mr. Orlea noted the CVB is currently working with outside groups to bring this project to fruition. Mr. Orlea also noted o ur multi -purpose fields at Shadow Creek Ranch would accommodate the need for now. V. DIVISION UPDATE — RECREATION PROGRAMMING — Kyle Livesay, Recreation Program Manager Mr. Livesay reported the status of the Recreation Center Day Camps that will be taking over the summer: 174 registered kids; 957 total registrants to include those on waiting lists. Mr. Livesay also talked about the requirements for licensure from that state and n oted the department will seek licensure in the future. Mr. Livesay also noted training for n ew counselors will take place this Monday, 5/14. VI. DISCUSSION REGARDING PARKS BOARD ATTENDANCE POLICY Mr. Orlea went into discussion regarding the attendance policy of the Pearland Parks, Recreation and Beautification Board. Mr. Orlea noted three (3) consecutive absences is grounds for removal from the Board. Upon Board agreement, Mr. Orlea would notify and give choice to the Board Member if they would like to resign. VII. DISCUSSION AND POSSIBLE ACTION REGARDING COMMUNICATION STANDARD Discussion ensued regarding the Parks Board Communication standard and setting up the Parks Board email. To date, only a few emails have been received. Further discussion ensued, and Ms. Smith then asked for a motion to approve the standard as presented. Mr. Hernandez made a motion. Ms Earl seconded the motion and the motion was passed. VIII. DISCUSSION REGARDING PROJECT UPDATES Mr. Orlea made the following project updates: • Independence Park project lighting is in. Tunnel and berm are installed. $279K are being allocated by the CVB and will brought before City Council. Landscaping order is being reviewed. Engineering for stage has been finalized. • Centennial Park fields are complete. Soil tests came back and soil is healthy. Entryway signs are being created and we are currently working with Communications to do a Grand Opening • Trail Connectivity Phase II trailhead installation is underway to include the shade sail, concrete stamps, benches, and a trail map to be included. • Green Tee trail (Pearland Parkway/Hughs Road) will have total of 6 trailheads. Built with 80/20 grant money (80% TXDOT, 20% City). 2 • Nature Center preparations are going well and preparing for it's opening at the beginning of 2019. • Tom Reid Library opening this Saturday and all Parks Board members are invited. • Woodcreek Park playground installation is moving forward. Trail came in slightly more expensive than initially thought but is slated to be approved by Council. IX. DIRECTOR'S REPORT Mr. Orlea reported on the following: • Mr. Orlea and Ms. Capers are working to complete department's emergency management annex for shelter and mass care. • Pool repairs are underway. Repairs have reached close to $100K. • Grant submitted for a mobile command post. • CAPRA accreditors will be on site June 25 — 27. • Interviews for new Parks and Natural Resources Superintendent are underway. • Receiving an extension on TAAF Winter games through 2021. • Celebration of Freedom coming up and this will be the last year at the Rig. • KONZI festival will be taking place this weekend at Southdown Park.
